In the complex, multi-divisional and multi-stakeholder environment that is the City of Toronto, our Technology Services Division plays a vital role in our ability to deliver targeted programs and services and achieve business goals. Conversant with current and emerging technology management concepts, principles and practices, and experienced in delivering large-scale technology solutions and initiatives that meet objectives, you're ready to join the City of Toronto as Director, Enterprise Solutions Services (ESS) OR as Director, Business Solutions Services (BSS).
Reporting to the Deputy Chief Technology Officer in Technology Services Delivery, you'll provide leadership in the planning, development, delivery and sustainment of a broad range of solutions and projects or initiatives, in alignment with the City's corporate priorities, 10-year capital plan and technology vision to accelerate the modernization of the City as a digital government.
More specifically, as Director, Enterprise Solutions Services, you'd oversee the planning, development and sustainment for a large, complex portfolio of enterprise-wide business solutions, enterprise business intelligence services and centralized business and technical SAP support to all City stakeholders. This role is also critical in enabling key corporate transformation initiatives in collaboration with business partners across the enterprise, to enable the City's corporate priorities and service improvements.
As Director, Business Solutions Services, you'd oversee overall strategic planning, development, delivery and sustainment of more than 80 business solutions that support mission-critical divisional service delivery and touch every aspect of City life – from public works to human services, from social-economic development to community support – crossing the full spectrum of City operations. Technology delivery strategies will support the achievement of business goals and initiatives, as well as corporate goals for the City of Toronto across and within all divisions and agencies, while ensuring advancement of the corporate technology vision.
These Director roles come complete with the usual managerial responsibilities, as you'll be expected to direct, through subordinate management staff, all activities of this section, delegating management activities. Your experience as an operational lead with implementing/maintaining
business information technologies, system integration and upgrades enables you to lead and motivate a diverse workforce, providing training and supervision to assigned staff, ensuring effective teamwork, and high standards of work quality and organizational performance, and resolving controversial labour relations issues, while promoting continuous learning and innovation.
You hold a post-secondary degree in a discipline pertinent to the job function (e.g., Business Administration, Finance, Strategic Business Planning & Continuity, Information Technology or a related discipline), and you have extensive experience at a senior management level leading the development and sustainment of a portfolio of business solutions or enterprise-wide applications, programs or strategies in a large public or private sector organization.
You also bring extensive experience in leading a diverse team through the development, implementation and maintenance of business solutions and/or enterprise technology platforms and solutions (e.g., SAP, financial systems, business intelligence, records management), from the development of a business continuity plan to the use of KPI's and leading the full contract management process. This is combined with considerable experience implementing business concepts and fundamentals, and developing and implementing processes and management tools.
Having led operations and projects requiring technology centralization and standardization, you possess considerable program management knowledge in all stages of complex information management programs and projects, with an emphasis on organizational strategic direction, financial, procurement and risk management.
You also have considerable experience leading cultural transformation in a large, complex organization with the emphasis on people and organizational change management, inspiring and empowering your teams to deliver modern solutions and practices (e.g. Agile and DevOps) to meet both current and future business needs and outcomes.
Just as important, you're a highly effective communicator, skilled in negotiating with, and presenting to, internal and external stakeholders, and able to work and maintain effective consulting relationships with executives, sponsors and senior management across the organization. A strong business acumen, with the budget and operational expertise required to develop and implement processes and management tools, round out your skills. The ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity and respectful workplaces is also essential for success.
Salary Range: $149,331.00 - $175,466.20 per year
