The Ontario Securities Commission (OSC) is the statutory body responsible for regulating Ontario's capital markets in accordance with the mandate established in the provincial Securities Act and the Commodity Futures Act. The Commission's mandate is to provide protection to investors from unfair, improper or fraudulent practices, to foster fair and efficient capital markets and confidence in capital markets, and to contribute to the stability of the financial system and the reduction of systemic risk. This mandate is performed through policy, operational, adjudication and enforcement work. The OSC also contributes to national and global securities regulation development.

Job Summary

Reporting to the Manager, Technology Services and Operations, and working in concert with the Technology Services Team, the Cloud Systems Architect will be responsible for implementing our cloud-first strategy, with a focus on shifting our traditional workloads to the cloud but also rearchitecting them when necessary to enable consumption of PaaS and SaaS services.

This is a dynamic and multi-faceted role that allows you to act as architect, cloud expert and educator / coach. As a technology subject matter expert, you will demonstrate strong experience and knowledge in cloud security practices as well as a thorough understanding of the interaction of diverse systems to provide sound end-to-end design, delivery and maintenance of technology services for the OSC. Key Duties and Responsibilities

• Collaborate with the CTO and manager of technology services to design a plan for transferring existing services to the cloud
• Design a scalable approach to move workloads from our data centre to the cloud as either IaaS workloads or work with application development to redesign the services as PaaS services
• Help select a strategic public cloud vendor and work with applicable branches to establish OSC standards and champion enterprise-wide adoption
• Provision complex workloads from initial architecture and design through the full automated provisioning lifecycle
• Implement PaaS / SaaS technology infrastructure and proactively document the standards with a focus on sustainable build 
• Troubleshoot and document cloud infrastructure issues, resolving root cause of the issues, and engage operational and security teams when needed
• Manage, plan and schedule changes to the cloud environment, work to enhance delivery pipeline, and design for site reliability and availability
• Implement control practices and goals in the cloud as automated processes and in alignment with OSC security, audit and compliance control objectives
• As the SME and evangelist of cloud for the OSC, champion cloud best practices, lead knowledge exchange amongst staff, and design and deliver learning sessions
• Act as a trusted advisor and coach, teaching the team about the new cloud services and helping them adopt the new practices where skillsets are available, including identifying knowledge gaps and recommending learning opportunities to enhance knowledge and skill of OSC staff
• Maintain strong working relationships with contractors, external service providers, and vendors to resolve any issues and ensure quality, performance and service level agreements are effectively managed
• Collaborate with Manager to support the management and negotiation of contracts and evaluate vendor proposals
• Develop and manage relationships with internal and external stakeholders, ensuring systems are serving business needs

Experience and Key Attributes:

• Completion of a Computer Science or other STEM (Science, Technology, Engineering, Mathematics) degree in a related field or equivalent experience
• Minimum 5 years of related experience supporting and administering infrastructure, PaaS services and solutions in the cloud, and be comfortable with DevOps-based operating models
• Minimum 5 years of in–depth technical expertise in infrastructure technologies, including major infrastructure implementation, responsibility for establishing service standards and ongoing monitoring and management procedures
• Intermediate experience with Agile and CI/CD pipeline, with demonstrated ability to effectively coach teams in adopting its methodology
• Previous experience with systems integration
• Advanced knowledge of the principles, methods, processes, and applicable regulations involved in developing cloud environments
• Knowledge of modern practices for both software development and deployment, and ability to help advocate change towards a Dev/Ops culture
• Previous experience as designer and implementor of a cloud environment 
• Intermediate hands-on knowledge and experience supporting at least two public cloud vendors such as AWS and Azure
• Strong written and oral communication skills, with ability to create presentations to convey complex thoughts and ideas to a targeted audience
• Good consultation skills, with the ability to convey technical ideas to both technical and non-technical audiences and contribute within a team environment
• Strong project management, analytical, problem-solving and decision-making skills to evaluate alternatives and provide recommendations on business issues
• Leadership ability to act as a change agent in championing a transformative culture, and demonstrated influence in coaching teams towards the adoption of new technologies and best practices
• Customer- and performance-centric mindset with a can-do attitude that aids solution-focused thinking rather than merely identifying issues
• Ability to help teams transform individual, binary thinking to achieve unified understanding and work towards collective goals and objectives
• A high level of self-awareness and emotional intelligence to engage business partners with empathy to achieve positive outcomes
