Then consider this role with the Ministry of Transportation to lead the review and monitor the 407 ETR compliance with the Tolling and Congestion Relief and Expansion Agreement (TCREA) and Settlement Agreement, and provide briefings on the review to senior staff in the form of annual/periodical reports.

About the job

In this role, you will:

  • Review and monitor the Tolling and Congestion Relief and Expansion Agreement (TCREA) for 407 ETR and Settlement Agreement
  • Utilize complex data modeling applications and techniques
  • Develop and manage a performance management framework for the key contractual obligations and provide inputs for overall performance management assessments
  • Identify and conduct investigation and traffic and tolling analysis into contentious issues related to 407 ETR and other projects as required.
  • Research, monitor and prepare reports/presentations to senior management
  • Provide transportation engineering guidance to ministry senior officials on a range of complex and controversial strategic partnership lessons learned and trends
  • Collaborate with internal and external stakeholders

What you bring to the team

Mandatory requirements

  • You are a Professional Engineer, licensed with Professional Engineers Ontario (PEO).

Technical Knowledge and Skills:

You have:

  • knowledge of theories, principles and practices of civil engineering with specialization traffic engineering, congestion management, highway tolling, and safety
  • knowledge of data modelling and collection techniques, capacity analysis, traffic demand, and statistical analysis related to transportation engineering, congestion relief and highway tolling
  • knowledge of legislative acts and regulations (e.g., Highway 407 Act and Public Transportation and Highway Improvement Act) to ensure compliance
  • leadership skills and project management techniques and methodologies to conduct/lead major transportation engineering studies and provide technical project leadership

Communication, Negotiation and Interpersonal Skills:

You are able:

  • to provide advice to a wide variety of clients and stakeholders
  • make recommendations on the application of ministry's policy and standards related to highway tolling
  • to negotiate and reach consensus with external parties on ministry technical requirements

Analytical and Problem-Solving Skills:

You are able:

  • to analyze and interpret results of complex studies, to provide solutions on transportation engineering, congestion relief and highway tolling
  • to identify and analyze contentious issues related to 407 ETR and develop recommendations on all transportation engineering matters
  • to conduct research and provide input to the interpretation and application of ministry's policies, standards and processes
