Are you a skilled professional looking for an exciting opportunity to collaborate with a dynamic organization? Ontario One Call is seeking a highly skilled IT Delivery Manager to lead the implementation of IT projects, focusing on cloud migration and on-premises solution delivery. The successful candidate will manage the migration from legacy applications to modern solutions, leveraging their expertise in cloud platforms, particularly Azure. This role requires a deep understanding of application support management, strong IT service management, and exceptional people management skills.

Company Overview:

Ontario One Call acts as the communications link between buried infrastructure owners (our members) and individuals who are planning to dig in the province of Ontario. In 2012, the Ontario Underground Infrastructure Notification System Act was passed, which stipulates that by law, anyone in the province of Ontario must contact Ontario One Call before they dig. In addition to our contact centre, we are also responsible for public education, industry outreach, and compliance.

As a Public Safety Administrative Authority, Ontario One Call is focused on guiding construction, infrastructure and excavation industries towards creating efficiencies and improvements across the province. Position Overview

Key Responsibilities:

Cloud and Legacy Application Migration:

  • Lead the planning and execution of cloud migration projects, specifically to Azure.
  • Manage the transition of on-premises applications to cloud-based solutions.
  • Develop and implement strategies for migrating legacy applications to modern platforms.

Initiative Delivery:

  • Influence without authority and apply flexible approaches to problem-solving.
  • Facilitate high or medium complexity initiatives from initiation through release, ensuring alignment with Agile Project Management practices.
  • Achieve release objectives and meet stakeholders’ needs and expectations.
  • Remove impediments to delivery success and manage external dependencies.
  • Manage risk governance, operational planning, and vendor management, escalating issues as necessary.

Team Coach:

  • Promote a continuous improvement mindset and culture, addressing productivity issues.
  • Define and track key team performance metrics (e.g., Burnup/Burndown Charts, Velocity, Cycle Time, Code Quality Metrics).
  • Facilitate requirements, user experience, and technical conversations.
  • Coach business and technology teams to mature agile delivery practices.

Cross-Functional Communication and Reporting:

  • Ensure transparency of progress and outcomes through cross-functional communication.
  • Report team progress and accomplishments across the organization.
  • Facilitate stakeholder meetings and provide documented status updates, sprint/product demos, and retrospectives.

Key Deliverables:

  • Act as an escalation point for major incidents and SLA breaches.
  • Provide regular status updates during major incidents.
  • Lead integration and separation activities for service providers.
  • Approve service provider action plans and proactive improvement activities.
  • Oversee change management, including reviewing and approving change plans and emergency requests.
  • Conduct regular operational review meetings with service providers.
  • Participate in business continuity planning (BCP) testing.
  • Lead service transition activities.

Required Skills and Qualifications:

  • 4-5 years of experience as a Scrum Master/Delivery Manager.
  • Minimum of 5 years in software development, project management, or business analysis.
  • Proven experience with cloud platforms, particularly Azure.
  • Expertise in migrating on-premises solutions and legacy applications to modern platforms.
  • Ability to adapt quickly to changing priorities and influence others without authority.
  • Outcomes-focused mindset.
  • Excellent communication skills, both verbal and written, including presentation and facilitation skills.
  • Proficiency in Project Management and team collaboration tools (e.g., JIRA, Confluence, Figma).
  • Undergraduate degree or equivalent experience.
  • Certified Advanced Scrum Master/PMP Certification or equivalent.

Preferred Qualifications:

  • Ability to apply Agile UX Management Framework and Agile techniques (e.g., User Stories, Burndown techniques, A/B Testing, Lean Startup and others).

Technical Requirements:

Cloud Services and Infrastructure:

  • Proficiency in cloud platforms, specifically Azure, and infrastructure as code (IaC) tools (Terraform, CloudFormation).
  • Experience managing enterprise-level application support, including incident, problem, and change management.

Service Integration:

  • Expertise in integrating and managing services from multiple service providers.

Agile and DevOps Practices:

  • Understanding of Agile methodologies and frameworks (Scrum, Kanban).
  • Experience with DevOps tools and practices, including CI/CD pipelines, automation tools (Jenkins, GitLab CI), and containerization (Docker, Kubernetes).

Security and Compliance:

  • Knowledge of security best practices and compliance standards (ISO 27001, NIST, GDPR).
  • Experience implementing security measures and conducting audits to ensure compliance.

Service Management Frameworks:

  • Strong background in IT Service Management frameworks (ITIL 4, SIAM).
  • Experience managing service lifecycle processes.

Analytics and Reporting:

  • Ability to leverage analytics tools (Power BI, Tableau) for reporting and decision-making.
  • Experience with data management and analysis.

Additional Responsibilities:

  • Act as the point of contact for contracted suppliers, understanding appropriate internal contacts and processes.
  • Facilitate the delivery flow of a team, managing the pace and tempo, and addressing internal and external risks and dependencies.
  • Balance cost versus value considerations, reporting on financial delivery and monitoring cost and budget

Contract Details

Start Date: July 2025

Duration: 6 Months + Possible 6 Month Extension
