Reporting to the President and Chief Executive Officer, Dr. Victoria Lee, the Vice President (VP) of Integrated Commercial Services and Chief Financial Officer (CFO) leads a portfolio that includes Contract Management, Internal Audits, Finance and Budgeting, Partnership Operations, Housekeeping, and Food and Dietician Services. At Fraser Health, CFO accountabilities are combined operationally within a portfolio that involves functions such as protection and parking services, project management, and commercial services.

This role is an exciting and vital opportunity to integrate commercial services in the region, while meeting and exceeding both financial and operational goals and objectives. The Vice President and CFO has an integral and important mission as an executive leader and is accountable to provide executive oversight of financial planning, monitoring and reporting of Fraser Health’s finances. The VP and CFO oversees the development and approval of all operating budgets for the portfolio while allocating resources to meet strategic and operational requirements within the financial mandate of Fraser Health. The VP and CFO also oversees consultations and communications including partnerships for the effective planning and delivery of financial plans and programs.

Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health:

The Vice President, Integrated Commercial Services and Chief Financial Officer reports to the President & Chief Executive Officer and provides executive leadership for the financial planning, monitoring and reporting for Fraser Health; and executive leadership for the Lower Mainland Facilities Services for Fraser Health, Provincial Health Services Authority, Providence Health Care and Vancouver Coastal Health Authority for facilities planning and operations.

As the Executive in charge of Fraser Health's finances, the Chief Financial Officer (CFO) is accountable to identify and manage the financial actions and risks of the health authority setting standards for financial planning and record keeping. Provides leadership to the financial services portfolio that includes Corporate Finance, Financial Planning & Business Support Services; and all Public?Private Partnership (P3) operations with Fraser Health that include the Jim Patison Outpatient Care & Surgery Centre, the Surrey Memorial Hospital Critical Care Tower. In addition, holds executive linkage with the Lower Mainland Business Initiatives and Support Services (BISS) provided by Vancouver Coastal Health Authority. The CFO holds executive reporting responsibilities to the Chief Executive Officer (CEO), the Board and Committees of the Board.

As the Vice President for Lower Mainland Facilities Management Services, provides leadership and oversight to facilities planning and operations, real estate holdings, project planning, property and asset management, energy management and environmental sustainability and Public Private Partnerships (P3) relating to facilities across the Lower Mainland Health Authorities/Organizations (Fraser Health, Provincial Health Services Authority, Providence Health Care and Vancouver Coast Health Authority).


Responsibilities

CFO, Fraser Health

  1. Provides executive oversight of financial planning, monitoring and reporting of Fraser Health's finances. Holds controllership responsibilities to present and report accurate and timely historical financial information that meeting expectations and requirements set by stakeholders. Provides advice the President & Chief Executive Office, the Board and Committees of the Board, on all aspects of Fraser Health's financial planning, financial results, business operations and capital management. As chief treasurer, responsible for Fraser Health's financial condition including decisions on allocation of financial resources taking into consideration risk and liquidity. Advices on the capital structure of Fraser Health in terms of the financing of operations.
  2. Contributes to the development of, and holds shared responsibility for, the successful implementation of Fraser Health's priorities. Brings to the executive table expertise on financial strategy and forecasting.
  3. Holds executive leadership role for Fraser Health Public Private Partnership (P3) operations across Fraser Health, which include Abbotsford Regional Hospital & Cancer Centre, Jim Pattison Outpatient Care and Surgery Centre, Surrey Memorial Hospital Critical Care Tower and Emergency Department.
  4. Provides executive linkage to lower mainland services for Business Initiatives and Support Services as provided by Vancouver Coastal Health Authority.
  5. Represents Fraser Health's interests in discussions and/or negotiations with government, other external organizations and agencies providing or requiring support services from the organization. Ensures long range strategies and goals are factored into all agreements. Represents Fraser Health the Ministry of Health's Chief Financial Officer Council.
  6. Holds reporting responsibility directly to the Board to advice on financial issues. Prepares agenda topics and materials for the Board's Finance and Audit Committee, attends and provides substantive leadership to their meetings.
  7. Provides financial leadership and supports to the Executive Team and leaders through business and financial advice. Ensures the development of effective systems to monitor and control expenditures to ensure efficient utilization of human and materiel resources in conjunction with patient care and program objectives.
  8. Provides strategy and oversight to the planning and development of the annual operating and capital budgets for Fraser Health. Ensures structure and resources in place for planning, management, reporting and enacting strategies and tactical plans.
  9. Oversees reporting of period and annual operational and financial results. Analyzes and makes recommendations regarding strategies to achieve the annual operating and capital budget.
  10. Sets direction and provides oversight to the financial operations of Fraser Health.
  11. Provides leadership to designated staff through coaching, guiding, modeling key behaviors and encouraging dialogue to create a respectful and motivating environment that encourages achievement of personal goals and performance targets.
  12. Leads development and implementation of policies and procedures for effective and efficient financial operations. Researches and monitors the external environment and industry and modifies internal policies and procedures as required to evolve with the changing health care industry.
  13. Ensures portfolio meets all requirements of professional and accreditation bodies, provincial and federal legislation and/or regulation and achieves industry performance benchmarks.
  14. Achieves organization operational and strategic objectives ensuring compliance with legislative frameworks, accepted accounting principles and sound internal controls to manage risk and ensure the assets of the organization are appropriately safeguarded.
  15. Ensures Fraser Health maintains legal, ethical and professional standards on all financial and operational transactions.
  16. Acts as a role model to lead others consistent with Fraser Health Values of respect, caring and trust.
  17. Performs other related duties as required.

Vice President, Facilities Management

  1. Holds responsibility for senior executive liaison for the portfolio operating across Fraser Health, Vancouver Coastal Health Authority, the Provincial Health Services Authority and Providence Health Care.
  2. Ensures appropriate reporting and governance mechanisms are in place to advise Executives and Boards or the organizations on planning and operational issues.
  3. Oversees the development and implementation of strategies and operational plans for facility development and operations. Develops, implements, monitors and evaluates policies and procedures to support the individual organizational strategies and plans.
  4. Participates in the capital planning process(es) for Fraser Health and the individual organizations; assists with the prioritization of capital projects in accordance with Ministry of Health Service (MoHS) guidelines; oversees the development of business cases related to facilities, real estate and infrastructure projects as required to support the capital planning process(es).
  5. Provides Executive leadership for all major capital, real estate and infrastructure projects (including P3 projects) and reports on status and risks, as appropriate; ensures the development and application of appropriate project structures and teams to support project objectives.
  6. Leads the development of strategies to ensure effectiveness and alignment with the strategic goals of Fraser Health and its Affiliates to support the acquisition, retention and development of human resources and teams.
  7. Responsible for the overall development of annual operating and capital budgets; directs the development of effective administrative systems to monitor and control the expenditures within the allocated budgets to ensure efficient utilization of human and materiel resources.
  8. Ensures compliance with relevant Acts and Regulations and its projects.

Qualifications

Education and Experience

C.A., C.M.A, or C.G.A, and masters level education in a relevant field; supplemented with fifteen (15) or more senior leadership experience within large complex organizations.
