Solution Architect, Facilities Redevelopment

Fraser Health is responsible for the delivery of hospital and community-based health services to over 1.9 million people in 20 diverse communities from Burnaby to Fraser Canyon on the traditional territories of the Coast Salish and Nlaka’pamux Nations. We are seeking an experienced Solution Architect, Facilities Redevelopment to provide systems and technology solution designs from concept through IMIT delivery and into clinical operations as part of three fast-paced changing major hospital redevelopments.

You will be joining at an exciting time, as Fraser Health currently has three major Capital Facilities Projects under way. At Royal Columbian Hospital we are halfway through a project to construct a 10 storey Acute Care Tower that will open in 2025, and with subsequent campus renovations being undertaken until 2026-27 ($1.3B). At Burnaby Hospital ($1.4B), we have broken ground on phase one of a six storey patient care tower and are starting major renovations to our surgery centre, to be completed in 2025. Phase two detailed planning for an additional patient care tower and a new BC Cancer Center is beginning. In Surrey, we are in the process of selecting a construction partner to design and build a new hospital and BC Cancer centre ($1.7B). This is a completely new hospital campus that will be adopting new concepts in healthcare delivery, and will be fully digitally equipped.

Each of these hospitals will be dependent on a range of clinical and operational information systems, in support of patient care, efficient utilization of scarce healthcare professionals, and efficient and responsive operations of the facility. Your skills and experience will enable you to take a lead role in architecting, solutioning and designing the complex information systems environment that these hospitals will rely on.

Reporting to the Executive Director, Capital Facility Projects, IMIT Solutions you will be part of a small cross redevelopment planning and design team. Our collective efforts have a lasting legacy impact on the delivery of health care services and will leave a visible landmark in the community they serve. You will be an action-orientated architect with exceptional analysis and engagement abilities addressing unique construction and clinical operational challenges and opportunities as these sites come off the drawing board and into reality.

As part of this team you will be engaged in maintaining an overarching perspective of all health information system environments. Any specialty knowledge you bring in the following environments would broaden our team:

• Use of locating services technologies (e.g. RTLS) in patient flow and clinical workflow management
• Advanced clinical communications and collaboration systems
• Operations centres and patient access and flow management
• Medical device connectivity and specialty clinical system interoperability
• Data management, reporting and data analytics platforms

As a team member, the Solution Architect, Facilities Redevelopment will:

• Work to achieve the team’s primary responsibility to support and enable a smooth opening of each new facility, with regards to IT infrastructure and the information systems that every modern hospital relies on. Provide insight and guidance that enables the future state information systems model to be delivered and made operational in time for the transition and clinical move-in to the new facility.
• Liaise and communicate with:
• facility design teams by providing IM solution considerations and input to facility design processes; and
• Executive sponsors and clinical leadership in determining the information systems vision and priorities for the new facility.
• Own the IM Master Plan that maps out the future state information systems model, ensuring that it responds to and addresses the vision, needs and priorities of the new facility and the clinical and operational challenges it will face. Elaborate and refine the IM Master Plan as the project unfolds and as new information is made available.
• Lead the assessment of each of the information system capabilities in the IM Master Plan against the existing Fraser Health information systems landscape and lines of service, to determine the fit and applicability of these systems and where new solutions or advances in existing systems are required.
• Ensure that the solutions proposed address the clinical and operational needs of the Capital Facilities Project, are affordable within the funding parameters of the project, and are consistent with Fraser Health’s Enterprise Architecture principles.
• Prepare cost projections of the IM Master Plan.
• Maintain a perspective of the value proposition of the components of the IM Master Plan, and the clinical and operational benefits of proposed solutions, to ensure that value is derived from the significant IMIT investment that is made with every capital project.
• Create and own an IM Delivery Plan that shows all the system capabilities that need to be prepared and enabled for a smooth transition and move-in (our complete “book of work”). The IM Delivery Plan clearly identifies what system capabilities are to be implemented to take the facility from its current state to the future state, and contains roadmaps to show how these capabilities are to be prepared in time for the move-in.
• Identify opportunities for early implementation. Minimizing the impact of system and technology changes at the time of clinical move-in are paramount. As part of the IM Delivery Plan identify early implementation opportunities with recommendations on how to best introduce these capabilities to clinical and operational users, prior to the move-in.
• Maintain and advance the team’s Real-time Digital Hospital vision for capital projects, and keep it current. Maintain and keep current the IM Master Plan and Capability Catalogue and the library of other reference materials.
• Oversee and manage the IM scope change management process and investigate further investment opportunities as they arise. Assess changes within the delivery projects to ensure that they address the clinical service needs and deliver the intended value.
• Track each initiative in the IM portfolio and periodically analyze if a project is performing below expectations (cost overruns, benefit erosion, etc.), or it is no longer aligned to clinical and operational objectives. In such situations, be prepared to inform the leadership team, so that decisions can be made about whether the project should be continued, or whether its resources should be directed elsewhere.

The successful candidate will have:

• Bachelor's Degree in Computer Science, Business, Health Information Science or related discipline, or an equivalent combination of education, training and experience.
• Two to three years as a Solution Architect, including seven to 10 years as a senior information management professional, with experience related to the design, development and implementation of information management solutions with emphasis on meeting business objectives.

• Strong communication, listening and engagement skills to work comfortably and effectively with clinical and medical leaders keeping then engaged during the journey and making best use of their time at every opportunity.

• Demonstrable experience planning, prioritizing and executing on multiple deliveries simultaneously.
• IM solution and implementation experience enabling you to roll up your sleeves, apply subject matter experience, dive into the details, resolve problems, expose opportunities;
• Experience in the following areas is preferred:
• Hospital and health care
• Major construction projects (P3 or Design Build)
• Specialty knowledge mentioned above that broaden our team

Provides business architecture design expertise and leadership to the Information Management (IM) service for Facilities Redevelopment projects, including identifying, designing, and evaluating alternative IM solutions that will enable effective health care delivery, optimize the realization of benefits, and mitigate IM risks on multiple multi-year significant facility redevelopment projects from concept phase through to post accommodation evaluation.

Develops IM solution models from the conceptual level through logical to high level physical. To ensure solutions to meet clinical service, site operations and site integrity requirements, the Solution Architect demonstrates strong links among the desired benefit/outcome, the capabilities of the solution, and the overall investment of funds.

While embracing whole business solutions, the architecture encompasses automated processes (purchased or custom-built applications), electronic information collections, defined domains of automation, interfaces and integration points with other systems, interfaces to manual business procedures and information collections, and information technology (computers, networks, operating system software, database management systems, security software, middleware, etc.). The architecture directly integrates information, functions and processes, must be implementable within the organization and other stakeholders impacted (change management), and must be deliverable given current technology standards and established solution and delivery constraints.

1. Provides business architecture design expertise by understanding and reviewing requirements and analyzing and translating business and clinical needs into an architectural plan that outlines whole solutions to meet those needs. Identifies and considers alternative IM conceptual solutions and recommends an IM Solution Architecture. Determines the viability of IM solutions and investments in them.
2. Provides related consultation and advice to various Facilities Redevelopment councils and steering committees and provides ad-hoc subject matter expertise to other related initiatives as requested by the Director, IM/IT Solutions Facilities Redevelopment.
3. Designs the IM Solution Architecture to enable the business solution at the conceptual and logical architecture level (and high-level physical as necessary), to integrate across applications, systems and platforms, and to support the business needs of the Redevelopment project.
4. Liaises and communicates with the facility design and engineering teams and provide IM solution considerations and input to Facilities' procurement documents such as RFPs and Output Specifications, and facility design processes such as Indicative Design and Design Documentation, Functional Program, and solution implementation estimates as required.
5. Liaises and communicates with the clinical design, equipment, Redevelopment planning, clinical and non-clinical support teams, informally and through formal decision-making bodies and committees.
6. Participates in risk assessments, risk management planning and audits related to Information Management processes, applications, technology and security.
7. Provides input to IM budget submissions for each Redevelopment project.
8. Works with the clinical sponsors, PI&A, CITI and HIM portfolio managers, and other subject matter experts in the further elaboration, prioritization, and approval of the IM scope using Project Briefing Notes and Business Cases. These deliverables are for consideration by the Project Executive Sponsors and the appropriate Investment Committees in accordance with established Redevelopment and IM Governance structures.
9. Participates in the business solution design of assigned initiatives and within the scope as defined in the business case by the health care program area; provides skills and expertise in the areas of modeling function and process, information and data. Contributes to the development of a program tactical plan (initiatives roadmap) to achieve the health care program strategy.
10. Ensures that all solution features are necessary and sufficient to support needs and benefits as documented in the business case including enabling business/function/process, change requirements and project management requirements.
11. Collaborates with IM staff to ensure that the Solution Architecture will function in the FH Technology environment; collaborates with delivery management to develop delivery plans that estimate effort and that assess the project's scope and quality. Works with the IM project expediters, to communicate, liaise and collaborate with PI&A, CITI and HIM to ensure that the IM scope is aligned with Corporate and Lower Mainland initiatives
12. Provides expertise during the phases of the system implementation lifecycle to ensure that the solution adheres to the approved architecture; ensures that exceptions are documented and approved by relevant committees or management. Participates in the procurement of IM solution components including the creation of requests for proposal and proposal evaluation.
13. Makes recommendations on strengthening or identifying gaps in service level characteristics of the various elements of the IM portfolio regarding performance, reliability, availability and security and the alignment with the expectations of the clinical services and their dependency on the systems and technologies that make up the IM portfolio.
14. Manages the IM scope change management process and investigates further investment opportunities as they arise. Assesses changes within the delivery projects to ensure that they address the clinical service needs and deliver the intended value.
15. Develops repeatable templates that can be used for future Facilities initiatives requiring the same activity and where possible, provides knowledge transfer.
16. In collaboration with the Director, IM/IT Solutions, Facilities Redevelopment develops annual goals and objectives for the assigned area of responsibility, ensuring consistency with department plans and Fraser Health objectives and strategies.
17. Reports project status and progress at scheduled points to the Director, IM/IT Solutions Facilities Redevelopment
18. Scans the Health Informatics environment for emerging trends and innovations and investigates and assesses specific technology advances for their relevance to FH Redevelopment projects.
