The position serves as a key bridge between child welfare policy, local agency practice, and technology implementation within the SSIS environment. The role ensures that system functionality aligns with federal and state policy requirements and supports local agency operations through collaborative, agile, and user-centered development.

Responsibilities Include

Perform analysis of child welfare policy and business requirements to ensure the development of specifications for SSIS so that the system (SSIS Worker) can accommodate child welfare initiatives, changes, and on-going maintenance in a manner which accurately reflects Minnesota's social services policies and procedures and serves user needs. Coordinate and consult with various business/policy areas regarding existing child welfare implementation in the system (ex: data integrity issues) as well as the implications of child welfare policy alternatives under consideration for new development and on-going maintenance. Analyze and evaluate local users’ child welfare policy and system questions and provide support and guidance; analyze and evaluate problem reports and requests for enhancements from users and policy staff. Perform other duties to enhance the overall quality of the SSIS system (Worker and SSIS State Adoptions module) so that the organization and the users will benefit from improvements in the system and its administration. Support CCWIS readiness by analyzing and documenting child welfare business processes, coordinating alignment between legacy SSIS and the developing CCWIS system, reviewing system increments for policy and compliance accuracy, and using partner feedback to recommend updates that strengthen functionality and business processes during the transition. Provide other support and complete other duties as assigned to support the mission, vision and values and carry out the responsibilities of the Unit, Division and Department.

Minimum Qualifications

Three (3) years of experience working with child welfare information systems or similar system with a focus on child welfare programs.

Experience Must Include The Following

Knowledge of federal and state child welfare laws, rules, and regulations. Professional experience in child welfare, including work performed in a county or tribal child welfare agency. Comprehensive understanding of child welfare best practices, including their application to data entry in child welfare information systems.

A bachelor’s degree in social work, psychology, sociology, human services or other closely related fields may substitute for 12 months of experience; master’s degree may substitute for 18 months of experience.

Excellent communication ability that demonstrates strong analytical and problem resolution skills Ability to facilitate or participate effectively in group discussions. Demonstrate conceptual, analytical, and problem-solving skills, including problem identification, observation, information gathering, research, interpretation and testing of solutions.

Preferred Qualifications

Ability to learn and utilize various technologies and information resources to research complex technical issues and communicate this information clearly to end users. Ability to comprehend basic technical language, network configurations, Microsoft SQL, and database structures, and to learn new software applications. Experience working with SSIS Worker and/or SSIS DHS, or similar human services information systems such as CCWIS modules or related eligibility, financial, or case management systems. Experience acting in a product owner–type role within an Agile environment, including participating in backlog refinement, sprint reviews, or user story development. Experience in facilitating complex discussions and communicating technical or policy related information effectively with partners from diverse backgrounds and cultures. Experience in analyzing and improving business processes within complex environments involving multiple partners such as state agencies, counties, or tribal nations. Experience in supporting modernization of legacy systems, resolving issues involving competing partner priorities, and contributing to digital transformation efforts in high compliance or regulated environments. Variety of experiences working effectively with others from different backgrounds and cultures.
