About The Role

The Manager, Release Management & Testing is a management role within the Finance Business Systems team, reporting within Finance Data & Systems Governance, Risk, Compliance & Enablement at CBC/Radio-Canada.

The Manager provides leadership and operational oversight for enterprise release planning, testing governance, Oracle Guided Learning (OGL), Signavio enablement, and digital adoption initiatives to ensure the stability, sustainability, and continuous evolution of Finance systems and business processes.

The role operates with a high degree of autonomy and accountability, influencing enterprise-wide decision-making and leading a multidisciplinary team responsible for release coordination, testing oversight, process enablement, training delivery, and user adoption activities.

This position also plays a key role in supporting Finance transformation initiatives, quarterly/monthly Oracle releases, operational readiness, and continuous improvement initiatives across CBC/Radio-Canada.

Senior Business Analyst – Signavio, Training & Digital Adoption

Key Responsibilities

Leadership & People Management:

Provide leadership, direction, mentorship, and performance management to the Release Management, Testing, Training, and Digital Adoption team Establish team priorities, work plans, resource allocation, and operational objectives aligned with organizational and Finance transformation goals Foster a collaborative, high-performing, and continuous improvement culture across the team Support employee development, coaching, succession planning, and knowledge transfer initiatives Oversee vendor, consultant, and implementation partner coordination related to release management, testing, and digital adoption activities Lead cross-functional coordination across Finance Act as a senior escalation point for release, testing, readiness, and adoption-related risks and issues. ON CALL availability during release times.

Enterprise Release Management

Lead the execution of the enterprise release management strategy and roadmap, ensuring consistent and disciplined practices across systems and business areas Establish and maintain release governance frameworks, including approval processes, documentation standards, and audit traceability Oversee enterprise release planning and scheduling, coordinating dependencies across application, infrastructure, and operational teams Provide advice on release sequencing, prioritization, and deployment timing in alignment with business needs Ensure effective execution of release readiness activities, including Finance Application Reviews, service introduction, production readiness validation, and security and compliance checkpoints Oversee data migration, patch management, and risk mitigation approaches to support stable and secure releases Act as the central point of coordination for release management, ensuring clear communication with stakeholders and timely escalation of risks and issues Lead post-release validation and continuous improvement activities, including lessons learned, performance tracking, and process enhancements Contribute to the evolution of enterprise practices and support long-term system sustainability and roadmap alignment, issue resolution, and performance monitoring to maintain operational stability.

Testing Governance & Continuous Improvement

Define and oversee the enterprise testing strategy, ensuring appropriate coverage from system integration through user acceptance testing (UAT) Lead test planning, execution oversight, and defect management, ensuring alignment with business requirements and quality standards Maintain testing governance frameworks, including documentation, traceability, and audit readiness Coordinate and support UAT activities, ensuring effective engagement from business stakeholders and validation of outcome Use tools such as TestRail, JIRA, and Power BI to support tracking, reporting, and analysis of testing activities Identify opportunities to strengthen testing practices, efficiency, and overall quality assurance maturity

Training, Digital Adoption & Enablement

Lead enterprise Finance systems digital adoption and user enablement strategies Oversee Oracle Guided Learning (OGL) implementation, content governance, and digital walkthrough strategies to support user adoption and operational readiness Provide oversight for Signavio process documentation, process optimization, and training alignment activities Ensure training materials, process documentation, simulations, walkthroughs, and knowledge assets remain current and aligned with system changes Partner with Change Management and business stakeholders to improve adoption, user experience, and operational effectiveness Support the development of long-term digital enablement and continuous learning strategies for Finance systems

Strategic Collaboration & Advisory

Provide advice and guidance to senior leadership on release readiness, risks, and deployment strategies Collaborate with Finance, Procurement, EPM, Reporting, IT, and Change Management teams to ensure alignment and coordinated delivery Translate complex technical and system impacts into clear and accessible information for diverse stakeholders Contribute to future system enhancements and roadmap planning, ensuring release feasibility and sustainability Participate in governance forums, including release readiness reviews and decision-making checkpoints

Qualifications

Bachelor’s degree in Information Systems, Computer Science, Business Administration, or a related field, or equivalent experience Minimum 7 years of experience in release management, testing coordination, or quality assurance, preferably within ERP environments Experience with Oracle Fusion Cloud ERP or similar enterprise systems Proven experience leading testing and release activities across ERP and integrated financial systems Proficiency with tools such as TestRail, JIRA, and Power BI for tracking, reporting, and analysis Strong understanding of finance, procurement, and reporting processes Excellent analytical, problem-solving, and organizational skills, with strong attention to detail Strong communication skills, with the ability to present complex information clearly to a range of audiences Experience working in complex, multi-stakeholder environments Ability to work independently while fostering collaboration across teams Bilingualism (English and French) is an asset or requirement depending on the position
