Reporting to the Senior Technical Architect, the Telecommunications Technician II is responsible for 2nd and 3rd level telecommunications incident management and technical support of telecommunications equipment including MobileCAD devices, portable/mobile radios, pagers, telephony and related infrastructure. In addition, the Telecommunications Technician II is also responsible for taking a lead role for installation, repairs, maintenance and commissioning of telecommunication project work, which includes directing work assignments and responsibility for its completion by Telecommunications Technicians and/or contractors. The Telecommunications Technician II must develop and maintain an in-depth knowledge of BCEHS’ radio and telecommunication infrastructure including VHF/UHF/Trunked radio systems and data transmission fields, their applications, their integration with other applications and all interfaces to external systems.
This position requires year-round travel for extended periods in performance of duties including flying in helicopters to various mountain-top repeater sites as required. The Telecommunications Technician II is scheduled for on-call work and after-hours support. Positions in the Lower Mainland must be able to get security clearance from E-Comm.
Duties/Accountabilities
Leads installation, repairs, maintenance and commissioning of telecommunications project work by directing work assignments for Telecommunications Technicians and/or contractors and is responsible for the completion of the installation. Coordinates the project work flow, schedule, and timelines on a project by project basis as assigned by the manager. Leads assembly, programming, and configuration of telecommunications equipment for installation in vehicles, stations, dispatch, and radio repeater sites. Leads the installation and commissioning of telecommunications equipment in vehicles, stations, dispatch, and radio repeater sites. Leads the coordination of any repairs and maintenance to existing telecommunications equipment in vehicles, stations, dispatch, and radio repeater sites. Reviews the work of contractors on the installation, repair and/or maintenance of repeaters and/or other telecommunications equipment and certifies contractor work for release for payment. Provides technical support for radio network products (e.g. Cisco routers, dispatch radio consoles, radio over IP equipment, portable and mobile radios, pagers, etc.) and for telephony systems within BCEHS Dispatch centres. Monitors incident tracking system with respect to radio network/telephony issues; identifies and categorizes alerts into bugs or enhancements; prioritizes and investigates; works with users to identify specific internal or external processes and options for resolution; analyses and documents problems details; compiles incident assessments on functional problems or recurring issues for maintenance scheduling; provides 2nd and 3rd level integration support to help desk; implements short term problem resolutions as required; supports help desk staff with problems and issues. Analyses inquiries from radio contractors and users regarding telephone and radio network performance, capacity, connectivity problems; analyses business requirements for telephone/radio problems, issues, changes or enhancements and works collaboratively with radio contractors/other IMIT staff to identify options and resolve. Analyses and develops solutions to resolve recurring operational issues; identifies and recommends revisions to procedures or issues/ options for consideration in the negotiation of service level agreements. Performs the role of lead for radio network/telephony equipment maintenance; performs repairs to telecommunications equipment; compiles, develops and prioritizes maintenance recommendations; updates on an ongoing basis to reflect current status; compiles all component(s) for input into the integrated BCEHS telecommunications maintenance plans. Represents Telecomm Operations on project teams; ensures operational requirements are clearly understood; works with development team/ contractors to resolve issues and provide input to test plans; provides telecommunications system and process expertise; analyses and provides input on internal knowledge transition plans and risks. Performs other related duties as assigned.
Qualifications
Education, Training and Experience
Graduation from a recognized degree or diploma program in Computer Science, five years’ recent related experience or an equivalent combination of education, training and experience. Industry and vendor equipment certifications as required, specifically Winter Survival Course, Industrial Tower Climbing and Rescue, and First Aid OFA Level 1. Valid BC Class 5 Driver’s license is required.
