About the role

Business Systems Specialist 

As WorkplaceNL’s Business Systems Specialist, you will be responsible for the continued evolution of data analysis, process, program, systems and service improvements for the department including the development and implementation of effective business strategies and initiatives. They are accountable for providing leadership, problem solving, change management and the delivery of Assessment Services projects. They coordinate the provision of analytical functions within the department, including administrative data, research and analytical expertise. The position is also responsible for the ongoing operation, development, support and enhancement of Assessment Information Systems and employer online services, the secured administration of the Assessment Information System and new system initiatives for the Department.

Role Responsibilities                                                                     

  • Consults with Assessment Services management and staff to develop an understanding of the varied and complex business needs within the department and WorkplaceNL.

 

  • Responsible for identifying policy, program and service issues from daily operations including operational support relating to the Assessment information system, business processes, data analysis, program and systems development, project initiatives, design, testing, implementation, post implementation support, integration and evaluation of system changes.

  • Leads and implements Assessment Services Department initiatives with a high degree of change and business transformation impact, providing input on technology and business strategy. The incumbent works directly with the management team on planning and preparation of the department’s strategic goals and objectives, including analyzing confidential data and key performance indicators.

  • Acts as a lead and an expert resource, coordinating and mentoring colleagues across the department. To ensure service delivery standards are monitored and assessed, the Business Systems Specialist develops new or revised standardized guidelines, provides guidance and advice, consultation and education, facilitating effective resolution to contentious issues and problems, ensuring integral functioning of Assessment business systems, business processes and programs. The incumbent manages the change process related to these initiatives.

  • Represents the department on system related projects and initiatives which act to improve the effectiveness and efficiency of services. Conducts research and analysis into the nature, effect and results of business system and process problems. The incumbent identifies solutions, makes recommendations, and assists with implementation.

  • Acts as an Assessment Services business lead, planning and scoping inter-related initiatives and helping management make informed decisions about processes and systems. In fulfilling the role, this individual interacts extensively with other WorkplaceNL departments and external stakeholders. They act as a mentor, providing support and guidance to the other employees in the department as it relates to a specific project, business and process analysis.

Essential Skills and Qualifications

  • University degree, preferably in Business or Computer Science. This education should include or be augmented by formal training in computer sciences, business systems, operational excellence or lean six sigma.

  • Experience in computer applications and advanced proficiency in MS Office tools, process flow diagram software and data extraction and analysis tools.

  • Five years' experience working in a business analysis capacity, project management or coordination, and exercising leadership in a team or team-like environment.

  • Well-developed organizational and communication skills - oral, written, and listening.

  • Works independently and exercises professional judgment.

  • Able to work with a high degree of autonomy, planning and monitoring their own and ad hoc teams’ workload.

  • Flexible in responding to an often-changing environment and WorkplaceNL priorities. 

  • Knowledge and application of the principles of project management and business analysis, as well as the program development lifecycle are also key to success. 

  • Cognizant of, and sensitive to, matters of a confidential nature and have broad knowledge and understanding of business implications related to new business initiatives/systems.

  • Strong organization, written and verbal communication skills, as well as ability to create
