This position works in IT Strategy & Architecture. The Business Analyst 3 is responsible for detailed business process analysis, outlining problems, designing, configuring & deploying modern solutions across a number of IT projects to digitize & automate business processes for three departments, Planning and Development, Engineering and Lands & Facilities. The incumbent of this class performs tasks related to identifying business requirements and designing solutions, developing or configuring applications and deploying same that support permitting, development approvals, asset management, and operational service delivery. An incumbent also provides guidance to junior staff involved in work related to the sustainment of applications; establishes performance metrics; identifies significant issues and oversees the development of solutions and/or workarounds and ensures vendors provide adequate services to support projects or systems. The incumbent acts as a liaison between client departments, project teams and vendors to perform a number of activities supporting the development or configuration of applications such as identifying all appropriate stakeholders regarding interfaces, ensures the delivery of required functionality; coordinates unit tests and module walkthroughs to assess the quality of the coding and assists in project management activities and the preparation of status reports including business processes, Standard Operating Procedures (SOPs), and business cases. Performs related work as required.

Qualifications include completion of a university degree at the Bachelor’s level in computer science or a related discipline and considerable experience in systems analysis at the senior level, OR, an equivalent combination of training and experience. Considerable knowledge of problem definition and analysis applicable to business processes and systems planning such as IT and business strategic roadmaps, administrative principles and practices, and of business processes used within common municipal systems such as Energov or Amanda (Permitting), Tempest (Property Tax), ESRI GIS and Infor (Public Works). The role requires considerable knowledge of IT components, process and developments such as implementing SaaS and COTS products in a hybrid of business and data driven digital service initiatives using Lean Six Sigma or similar methodologies. Experience with Development Approvals for Land Use and Permitting processes is highly desired. Professional Certifications such as CBAP, IIBA, PMI-PBA and experience with Project and Change Management will be an asset.

Schedule: 70 hours bi-weekly; Monday to Friday from 8:00AM-4:45PM (Mutual Agreement between Monday to Friday, 7:00AM to 8:00PM)
