Manager Workforce Management
About the role
The Manager, Workforce Management leads implementation and operationalization of workforce management initiatives, including system deployment, scheduling redesign, and workforce optimization. Reporting to the Director of Workforce Management, the Manager of Workforce Planning partners with clinical, operational, and corporate leaders to deliver sustainable, standardized workforce practices across a complex, multi-site, unionized healthcare environment.
Responsibilities
Leads delivery of workforce management system implementation as part of the enterprise workforce management project, including requirements validation, configuration support, testing, and deployment Translates operational workforce requirements into system-enabled workflows in collaboration with Digital and external partners Oversees data preparation, issue resolution, cutover readiness, and post-implementation stabilization Coordinates stakeholders and project activities to ensure alignment with timelines, milestones, and overall transformation objectives Builds and maintains strong relationships with clinical, operational, HR, Labour Relations, Finance, and Digital stakeholders Leads design and implementation of future-state workforce management processes and operating model components Develops and standardizes scheduling processes, policies, procedures, and supporting tools Ensures alignment with collective agreements, operational requirements, and models of care Supports development of centralized and/or hybrid workforce management approaches across the organization Leads development and implementation of optimized master rotations and scheduling practices Assesses workforce performance (e.g., overtime, sick time, utilization) to identify improvement opportunities Partners with operational leaders to design schedules that balance patient care needs, workforce sustainability, and financial stewardship Oversees implementation and evaluation of scheduling changes and ensures alignment with organizational goals Leads development and use of workforce metrics, reporting, and dashboards to support decision-making Establishes and monitors key performance indicators related to workforce utilization and scheduling effectiveness Translates data into actionable insights and recommendations for clinical and operational leaders Supports data-informed workforce planning aligned to service demand and operational priorities
Qualifications
Undergraduate Degree in Health Administration, Business, Engineering, Human Resources or related, required Master’s Degree is Health Administration, Business, Engineering, Human Resources or related is preferred Strong understanding of workforce management, scheduling practices, and healthcare operations Ability to design and implement workforce processes and operating models in complex environments Strong analytical and problem-solving skills, including ability to interpret workforce data and translate insights into action Demonstrated ability to lead implementation initiatives and deliver results in a structured, outcome-focused way Strong stakeholder engagement and relationship management skills, with ability to influence across clinical, operational, and corporate teams Solid understanding of collective agreements and labour relations considerations in scheduling and workforce practices Ability to balance operational requirements, financial constraints, and workforce experience in decision-making Strong communication skills, including ability to present complex concepts clearly to diverse audiences Ability to lead and develop teams, including setting direction, managing performance, and building capability Ability to manage multiple priorities and competing timelines within a complex transformation environment Demonstrated ability to drive change and support adoption of new processes and tools
