This position will be part of MNIT’s Human and Social Digital Services (HSDS) team, which supports agency teams at these state agencies: Department of Human Services (DHS), MNsure, the Department of Children, Youth, and Families (DCYF), and Direct Care and Treatment (DCT). The MNIT HSDS team combines development and IT operations with a DevOps approach to ensure the reliable and efficient delivery of critical technology systems that serve counties, families, and individuals across Minnesota.

In this role you will strategically structure and coordinate complex IT programs and projects that span MNIT divisions supporting DHS, DCYF, DCT, MNIT Enterprise, MNIT Security, ensuring shared priorities, aligned direction, and effective delivery across the human services technology landscape. This role provides program-level coordination and IT relationship management across MNIT HSDS and partner divisions to ensure alignment on enterprise initiatives, shared technical platforms, and statewide technology direction. The incumbent will translate cross-division and agency priorities into coordinated plans, identify and manage cross-agency dependencies, and support delivery of initiatives that impact the broader human services technology environment. In addition, this position manages projects as needed using recognized project management methodologies, ensuring that scope, schedule, budget, and quality objectives are met. This role combines high-level program leadership with strong relationship-building and communication skills to advance work in environments with multiple stakeholders, governance structures, and interdependent systems.

This position is temporary and includes full state fringe benefits; it is anticipated to last 24 - 36 months.

This position requires an employee to be onsite at 540 Cedar Street, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location. Telework for Minnesota IT Services is available on a limited basis. Employees will be required to meet current telework eligibility requirements.

This position requires a minimum of five (5) years of experience performing IT project and program management functions, including extensive experience leading complex, multi-team or multi-system IT programs that include modernization and/or cloud transformation initiatives spanning multiple technologies or enterprise solutions.

Experience Must Include

Coordinating work across multiple technical or business teams, divisions, or agencies, including managing interdependencies, risks, and shared priorities. Understanding IT service delivery environments, including DevOps principles, operational readiness, and the integration of development and operations practices. Managing technology modernization programs that include cloud transformation, enterprise platforms, and custom-developed application ecosystems. Applying recognized project delivery methodologies (iterative, hybrid, or waterfall) including scope, schedule, budget, communication, and risk management. Demonstrated ability to communicate clearly and effectively, including translating complex technical or program information in a manner that facilitates mutual understanding among leadership, partners, and team members. Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving, including building collaborative relationships and facilitating productive engagement across technical and business groups.

Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master’s degree for eighteen (18) months of experience; a bachelor’s degree for one (1) year; and an associate’s degree for six (6) months.

Preferred Qualifications

Demonstrated leadership of enterprise-level or multi-agency IT programs with statewide impact, such as platform consolidation, multi-system integration or enterprise service transformation. Experience navigating complex governance structures, including presenting to executive-level committees, aligning competing priorities, and facilitating decisions across multiple agencies or divisions. Experience organizing or structuring programs in partnership with business leaders, ensuring clear priorities, defined roles, and sustained engagement across divisions or agencies. Experience leading or coordinating initiatives that integrate multiple enterprise systems, platforms, or shared services, particularly in complex public-sector or human services environments. Experience working within Minnesota IT Services (MNIT) or Minnesota state agency IT ecosystems, including familiarity with statewide governance, funding models, modernization practices, and enterprise technology standards. Advanced program or portfolio delivery experience, including scaled Agile program management, enterprise Agile frameworks, or certifications such as PMP, PgMP, PMI-ACP, SAFe, or comparable credentials.
