This position serves our partners at the Minnesota Department of Education (MDE). MNIT MDE manages the technical functions critical to managing public education in Minnesota; supporting systems including funding disbursement and large-scale, public-facing school performance data reporting.

As the Application Systems Architect, you are responsible for strategic planning, advanced system design, cloud architecture, application development oversight, and technology leadership for MNIT OHE information systems. This role establishes standards and guidelines for application development, selects appropriate cloud technologies, and leads long-term planning for secure, scalable, and resilient cloud-based solutions.

In this position, you will oversee a diverse portfolio of applications across modern cloud platforms, including .NET-based systems, Dynamics 365 and Power Platform solutions, microservices, web applications, and Application Programming Interfaces (API), leveraging Microsoft Azure services such as Azure App Services, Azure Functions, Azure API Management, Azure DevOps, and Azure SQL.

You will lead and contribute to the development and modernization of applications, applying standardized design patterns, DevSecOps practices, CI/CD pipelines, and cloud-native architecture principles. This role ensures solutions are secure, high-performing, maintainable, and aligned with MNIT enterprise strategy.

This position requires an employee to be onsite at 1450 Energy Park Drive, Suite 350, St.Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location. Telework for Minnesota IT Services is available on a limited basis. Employees will be required to meet current telework eligibility requirements.

Minimum Qualifications

Position requires a minimum of six (6) years of increasing responsibilities and experience in application development, systems architecture, or software engineering, including designing and delivering enterprise-level solutions.

Experience Must Include

Knowledge of architect standards and conventions such as TOGAF, ISO/IEC, Zachman, Federal Enterprise Architecture, etc. Advanced experience in cloud-based architecture and development, with demonstrated use of Microsoft Azure services such as App Services, Functions, API Management, DevOps, and Azure SQL, and experience designing, developing, implementing, and supporting applications using Dynamics 365, Power Apps, Power Automate, Power Pages, and related Microsoft Power Platform technologies. Designing and supporting modern application architectures, including APIs, microservices, and web-based applications, and experience establishing or applying software development standards, architecture principles, and best practices, including secure coding practices and performance optimization. Implementing and governing DevSecOps practices, including CI/CD pipelines, infrastructure-as-code, and cloud-native architecture principles, and demonstrated ability to evaluate and recommend technology solutions, including assessing cost, risk, scalability, and alignment with business needs. Collaborating with technical and non-technical stakeholders, with the ability to clearly communicate complex technical concepts to diverse audiences. Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding. Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences.

Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master’s degree for eighteen (18) months of experience; a bachelor’s degree for one (1) year; and an associate’s degree for six (6) months.

Preferred Qualifications

Experience leading the development, governance, and adoption of application architecture standards, design patterns, and development best practices. Experience collaborating with enterprise architects, security teams, and cross-functional stakeholders to align solutions with organizational and enterprise technology strategies.

Strongly Preferred Qualifications

Experience leading cloud architecture strategy, including the development and execution of long-range cloud roadmaps and application modernization initiatives. Experience providing technical leadership across teams, including conducting architecture reviews, code reviews, and mentoring developers. Experience integrating Dynamics 365, Power Platform, Azure services, and third-party systems using APIs, event-driven architectures, and enterprise integration patterns.
