Job Description
On behalf of our public sector client, Affinity is seeking a Senior Technology Specialist/Developer. ). The position contributes to decommissioning AWS-based GIS infrastructure and delivering integrated web and mobile GIS solutions across multiple business platforms. It plays a critical role in modernization, system integration, and application lifecycle management.
Responsibilities
Migration and (re)development of web and mobile GIS solutions integrated across multiple platforms (including EAM, CRM, ERP) for a variety of business units throughout the organization. Provides senior level technical knowledge (workaround, root cause analysis, and permanent resolution) to resolve complex problems. These problems may include complexity in migration, interoperability (multiple support organizations, manufacturers or software), or have not been encountered before. Monitors industry for best practices and makes recommendations to Supervisor in order to enhance the Region’s application migration and development program. Using expert knowledge, prepares recommendations and development estimates to the Platform, Enterprise & Solution Architects and Project Manager(s) on configuring the esri product suite. Mentors organizational developers on complex technical solutions and/or escalated matters. Works with clients and project team to confirm detailed architecture for complex solutions, including external design (navigation, screens, reports) and internal design (software and hardware platform, connectivity, modules, back-end and front-end components, interfaces). Works in partnership with project teams to design and develop software solutions in support of business requirements. Provides input and/or develops test, conversion, implementation, and contingency plans. Prepares documentation including backup and recovery procedures, technical documentation, system design documentation. Prepares and executes thorough system and integration test plans. Implements high quality system components into the production environment. Designs shared components for use across all development teams. Participates as an effective team member for service delivery and problem resolution. Identifies opportunities to improve the efficiency and effectiveness of the Section and/or the Division. Maintains and upgrades skills in relation to new technologies. Performs all duties in accordance with IT standards and procedures.
Qualifications
University or college graduate in Computer Science or Geography with a post-bachelor’s certificate/diploma in Application Development or GIS or related disciplines. A minimum of 10 years esri web and mobile application development experience or an equivalent combination of education and experience. A minimum of five (5) years of experience providing guidance, support, and mentorship to team members. Expert-level knowledge and proficiency across a range of technologies, including the ArcGIS 10/11.x Product Suite, PowerBuilder, Python, Arcade, and Microsoft Visual Studio (C++, VB, C#, and ASP.NET). Experience in GIS application development and programming using ArcGIS JavaScript API, 10/11.x ArcGIS Desktop SDKs, ArcGIS Pro 3.x, ArcGIS Enterprise 11.x products Experience with industry-standard technologies such as Java, XML, JSON, GEOJSON, JavaScript, HTML5, Web services, SOAP/REST, application servers, and/or Web servers. Experience with SQL and Enterprise Geodatabases on SQL Server. In-depth knowledge of object-oriented design (OOD), object-oriented programming (OOP), unified modeling language (UML), model driven architecture (MDA), and service-oriented architecture (SOA) In-depth knowledge of integrating complex applications on the desktop, web browser and across wide and local area networks is essential. Aware of best practices in Information Technology service delivery such as Agile, SDLC, PMBOK, COBIT and ITIL Demonstrated attention to detail, practical problem- solving abilities, ability to proactively identify opportunities and quickly implement solutions. Strong interpersonal and communication skills to build and foster partnerships with clients, technical team, and management in an audience-friendly manner. Driven to continual improvement of processes and working environment. Able to handle fluctuating workloads, conflicting priorities and concurrent activities. Able to work independently and has the desire to learn and share knowledge with team members. Strong team player with excellent customer service skills along with a demonstrated commitment to service excellence, quality and client communication. Demonstrated analytical skills along with excellent organizational and time management skills with the ability to work independently or as part of a team. Exercise sound judgement and make decisions within scope of position.
