Emergency Medical Care Inc. (EMC) is a wholly owned subsidiary of Medavie Health Services (MHS) that manages and operates ground ambulance, air medical transport and the medical communications operations in Nova Scotia through a performance-based contract with the provincial government's Emergency Health Services (EHS) Operations division and the Department of Health and Wellness. As well, EMC operates TeleHealth/811 medical communications for Nova Scotia and Prince Edward Island for the Department of Health.
We access all communities in Nova Scotia in a timely and efficient manner with our fleet of more than 180 ambulances and support vehicles operating out of 60+ stations. We respond to 165,000+ calls annually across the province, which are actively managed through the EHS Operations Medical Communications Centre, the hub of all emergency (911) and non-emergency (hospital transfers) medical calls.
The EHS Operations LifeFlight program provides even greater accessibility by responding to patients on scene or through inter-facility transports by our critical care team via helicopter, fixed wing, or ground ambulance.
In addition, paramedics in Nova Scotia participate in various programs both urban and rural such as community-based paramedic programs, collaborative emergency centres, and emergency preparedness and special operations, to name a few.

Reporting to the Applications Supervisor, the Applications Specialist (The incumbent) is responsible for providing applications support for the configuration, effective functioning, user access and changes to applications and systems that are part of the EHS Operations System.
The incumbent will work very closely with the members of the Applications and Data Management Team, Performance Improvement Team, Operations Teams and leadership to ensure integrated, well planned, and well-functioning systems.
The incumbent will work with the direct supervisor to gather and define requirements; complete configuration and support implementation of new systems and/or enhancements to existing systems; write and execute test plans; troubleshoot and resolve system issues; maintain configuration and supporting documentation for reference. The incumbent will contribute to Policy, SOG, Reporting and other related documentation.
The incumbent will be responsible for overseeing user account management processes, which include providing and removing access to approved users, working with respective departmental leadership teams, and other key stakeholders for user access management. This position will configure and support the implementation of new systems and/or enhancements to existing systems.
Key Responsibilities
Application Configuration, Implementation and Management
Configure applications to meet business needs by analyzing, designing, developing, testing, implementing and providing ongoing support. Work with EMC and MHS business owners and super users to drive consistency and effective configuration. Understand application logic for data capture and flow, including application interfaces within the organizational infrastructure. Administer user access and other application end-user security features, such as user role categories & permission levels as required. Use standardized EMC and MHS change management procedures to implement application changes, ensuring system enhancements align with business and/or clinical workflows at EMC and MHS. Develop and implement application deployment best practices and guidelines. Create and maintain all documentation for all assigned applications. Communicate application changes to business stakeholders.
Internal Support
Provide timely troubleshooting and application support for applications in collaboration with MHS Application Administrator, MHS/EMC ITS, and application vendors as necessary. Provide same support for other applications as required. Work cross-divisionally within the organization to support optimal use of applications. Work with MHS application specialists, super users and similar roles for role redundancy and to enable consistency. Assist with coordination of vendor relations and activities. Serve as redundancy for the EMC application support positions, as required
Training And Mentoring Of Others
Offer coaching for key users and facilitate “train the trainers”, as required. Provide input and guidance into developing application-specific policies and procedures. Clearly communicate best practice procedures to end users.
Leadership
Work with Business Owners of each application, serve as key liaison with application vendors, MHS, and MHS/EMC ITS. As appropriate, make autonomous decisions, working with key stakeholders, on issues related to assigned applications
Education And Experience
A technology-centric university degree or equivalent combination of technical education, training, and experience. Two years of experience in information systems management, preferably in a public safety environment Experience working with electronic patient care reporting systems Experience managing user account creation Experience working with computer aided dispatch systems Experience working with hardline and IP based telephony systems Experience working with trunked mobile radio systems
Knowledge And Skills
Have experience in needs analysis, software/system selection methodologies, initiative management, continuous quality improvement processes Demonstrated skills and experience with online programs and databases are considered a strong asset. Self-starter that can work independently, but also be a strong team player Demonstrates exceptional organizational and time management skills to adequately multi-task, prioritize workload and meet deadlines.
Working Conditions
The employee will spend various periods of sitting, standing, walking, crouching, and/or carrying light objects. Required to maintain one position for possible long periods, such as sitting in meetings, or at a desk setting. Employee will be reading data or inputting data, report writing, operating a word processor, computer, and talking on the telephone as well as will be exposed to multiple emails.
Use and exposure to general office equipment such as fax, photocopier, printer, and personal computer with multiple monitor screens and computers. Exposure to low to moderate noise levels
