Client: Ministry of Public and Business Service Delivery and Procurement Work Location: Toronto, Ontario – Onsite Estimated Start Date: September 21, 2026 Estimated End Date: October 1, 2027 Business Days: 283 Extension: Probable after the initial mandate Hours: 7.25 hours per day Security Level: No Clearance Required Role Overview We are seeking a highly experienced Senior Full Stack Software Developer with extensive experience designing and developing large-scale, multi-client web applications. The successful candidate will have strong hands-on expertise in Java, Oracle/SQL databases, REST APIs, Angular, microservices, web application architecture, and modern front-end technologies. The ideal candidate will be experienced in working throughout the Software Development Life Cycle, translating technical specifications into robust applications, troubleshooting complex technical issues, and collaborating effectively with functional and technical teams in an Agile environment. Must-Have Skills & Experience 10+ years of experience as a designer and developer of large-scale, multi-client web applications. 10+ years of hands-on experience with Java development using Oracle or SQL databases. 5+ years of hands-on experience with REST APIs and RESTful Web Services. Knowledge of security gateways and protocols, including: JWT OAuth 2.0 SSL Certificates Nice-to-Have Knowledge and experience with OPS Development Standards/Processes. Key Responsibilities Application Development & Data Pipelines Design, implement, and continuously expand data pipelines through extraction, transformation, and loading activities. Translate technical system specifications into working and tested applications. Develop detailed programming specifications. Write and/or generate application code. Compile data-driven programs. Maintain applications and conduct unit testing. Design, develop, test, debug, and document applications. Resolve and troubleshoot technical issues arising during software implementation and operation. Provide technical assistance during implementation, conversion, and migration activities. Software Development Life Cycle Collaborate with IT professionals throughout the Software Development Life Cycle. Apply structured methodologies for application design, development, implementation, and maintenance. Participate in application architecture, front-end and back-end integration, and API development. Elicit and document requirements and information from diverse business stakeholders and subject matter experts. Conduct design walkthrough sessions with project teams. Provide post-implementation support and resolve technical issues. Prepare user and system documentation as required. Full Stack Development Develop and maintain both front-end and back-end components, including associated database and DevOps activities. Design and implement overall web application architecture. Implement approved user interfaces and database designs. Ensure applications are designed and developed for speed, scalability, extensibility, and maintainability. Design and construct REST API services. Integrate front-end user interfaces with APIs. Design and implement continuous integration and deployment processes. Develop responsive web applications and layouts for new and existing web pages. Ensure front-end code can effectively query and consume APIs. General Technical Skills Experience in programming, analysis, and specialized software package support. Experience with object-oriented and/or third-generation programming languages. Experience with one or more programming languages. Strong application design and troubleshooting experience. Knowledge of modern design patterns and application deployment. Experience with relational and hierarchical database technologies. Experience using information retrieval packages and query languages. Experience with communications protocols. Knowledge and experience with application architecture and front-end/back-end integration. Strong analytical, problem-solving, decision-making, verbal, written, interpersonal, and negotiation skills. Ability to work effectively as part of a team and meet aggressive deadlines. Full Stack Skills Strong proficiency in both front-end and back-end development. Knowledge and experience with web architecture design and implementation. Experience with database design and management. Knowledge and experience designing and building scalable web applications. Strong experience designing and implementing REST APIs. Experience integrating front-end UI with APIs. Knowledge and experience with Continuous Integration/Continuous Deployment (CI/CD). Ability to create self-contained, reusable, and testable modules and components using Angular/AngularJS. Experience designing user interactions and web layouts. Experience developing servers and databases supporting website functionality. Java, Middleware & Database Skills Experience with Java WebLogic and Java web application development. Experience with: Tomcat WebLogic EJB Servlet Strong database and SQL skills. Experience with: Oracle SQL Server Experience/knowledge of REST and SOAP Web Services. Experience with middleware and gateways. Experience reviewing, analyzing, modifying, encoding, testing, and debugging product installation scripts. Experience with Azure DevOps, JIRA, Agile/Scrum. Experience & Skill Set Requirements Core Skills & Experience – 40% Knowledge and experience with microservice architecture. Demonstrated ability to apply core architecture principles to improve product extensibility and maintainability. Working experience with: RXJS NextJS VueJS Proven experience with WCAG and AODA. Strong object-oriented coding practices. Knowledge of design patterns, refactoring, and clean-code principles. Knowledge of major architecture styles, including: Message-oriented architecture Reactive architecture Event-based architecture Knowledge and experience with blockchain and smart contract development using Solidity.
