The World Federation of Hemophilia (WFH - http://www.wfh.org) is an international not-for-profit organization that provides global leadership to improve and sustain care for people with inherited bleeding disorders, including hemophilia, von Willebrand disease, rare factor deficiencies, and inherited platelet disorders. Established in 1963, the WFH works with member organizations in 149 countries as well as through a network of international volunteers and healthcare providers to achieve our vision of "Treatment for All" around the world.

THE UNIQUE OPPORTUNITY

Reporting to the Senior Director, Operations (SDO), and as a member of the senior management team, the Director, Information Technology (IT) plays a principal role in developing the IT strategy and in spearheading the implementation of activities and services of the department (3-4 staff) to fulfill the WFH mission and organizational objectives. The Director provides organization-wide leadership, strategic guidance, subject-matter expertise and direction, ensuring that the organization's technology systems and applications are focused on meeting the evolving needs of the World Federation of Hemophilia. He/She supports the business case for technology investment including cost/benefit analysis, alignment with business needs and capabilities, IT strategy roadmap and prioritization.

The Director leads and develops the Information Technology (IT) department and is responsible for all day-to-day operations of the department. He/She spearheads the development of plans, policies, and procedures relating to WFH information technology infrastructure and services, oversees the implementation and execution of all related department activities and services, and heads up a team of professional staff and occasional external consultants. The Director, Information Technology (IT) also represents when relevant the organization at the highest level with strategic stakeholders.

WHAT YOU WILL DO

DEPARTMENT LEADERSHIP

· Overall responsibility for the Information Technology (IT) Department;
· Oversees the efficient use and management of all IT systems and technology services — these include technology planning, training, business applications support, network and security administration, database and web/internet services coordination, social media and online learning platforms, desktop support, and telecommunications and conferencing systems support;
· Participation in organizational strategic planning and setting of strategic objectives to fulfill WFH mission, including the development and ownership of an organization IT strategy (WFH IT Strategic Plan);
· Identifies measures to monitor progress and sets targets;
· As member of the senior management team, works with the CEO, the Senior Director, Operations and department directors & sector heads in planning and achieving short- and longer-term management objectives as defined and approved by the WFH Board of Directors;
· Leads, motivates, mentors and maintains a team of highly professional and qualified staff (n= 3-4) and external consultants committed to deliver IT services across the organization in the most effective manner;
· Works and collaborates effectively across the organization with different staff and departments to determine impact of technology solutions, business and user needs, resolve problems and ensure quality of service

Applications
- Responsible for the overall business systems roadmap under the IT Strategic Plan;
- Leads the assessment of current mission critical applications and systems, identifies gaps/vulnerabilities, recommends improvements and enhancements of/to technology solutions and tools, and oversees their implementation and integration.

Security and Compliance
- Responsible for all aspects of information technology security, data protection, compliance to industry standards and risk management;
- Reviews, modifies and develops information technology policies and procedures

FINANCIAL & STAFF MANAGEMENT

· Accountable for the financial management of the Information Technology (IT) department. With the CEO, the Senior Director, Operations, the Director, Finance & Administration, and other senior management members, develops an annual budget for approval by the Board of Directors of WFH;
· Monitors revenue and expenses and produces quarterly and annual reports tracking organizational performance against strategic, budgetary, and annual plan targets. Advises the CEO, the Senior Director, Operations and others where appropriate, on any corrective measures required to achieve annual or longer term strategic, financial or operational objectives;
· Liaises on a regular basis with Finance & Administration on accounting and financial issues pertaining to department activities, including revenue flows and management, cost and expense containment, and other related financial matters;
· Under the guidance of the Senior Director, Operations, and in compliance with HR policies, is responsible for the hiring, training and guidance of IT staff members and consultants, the development of annual performance objectives and the assessment of team outputs and performance. Ensures compliance with the WFH personnel management policies and adherence to statutory requirements.

Available —AS EXCEPTIONALLY NEEDED — to work on-call in emergency situations to ensure proper availability and functioning of technology systems and applications, including appropriate staffing and/or external consultant support to the organization.

As relevant to the Director, Information Technology position, assumes other responsibilities and accomplishes tasks required by the Senior Director, Operations and/or CEO.

WHAT YOU BRING TO THE ROLE

Ø University degree in computer science, information technology, software engineering, or related field

Ø At least ten (10) years of solid experience in the information technology field, including managing of an entire IT setting (computer systems, website, online communications and/or social media tools, e-learning, CRM and/or databases, network and anti-virus software, help-desk technology, AV equipment technology), technology projects and business solutions or delivering services; additional (4) years in a senior management position as functional team lead, or equivalent experience

Ø Demonstrable expertise in all aspects of IT: infrastructure & cloud services, systems, networks, hardware, telecommunications, software and application development, business processes, business solutions, end-user services; solid working knowledge of current security protocols and threats

Ø Outstanding organization and project management skills: experience in orchestrating and leading IT initiatives related to major business process improvements/automation, and ability to prioritize and juggle multiple projects and tight deadlines

Ø Possess a "big picture" perspective and the ability to convey and implement a vision for ITthat will sustain organization strategic priorities and goals

Ø Ability to think innovatively and creatively; capacity to examine and re-engineer systems operations and processes, formulate policy, and develop and implement new strategies and practices to optimize efficiencies in a changing environment

Ø Ability to exercise strong judgement in assessing, analyzing, evaluating, responding to, and resolving organizational and end-user requests and problems

Ø Ability to communicate with technical and non-technical peopleacross all departments and hierarchical levels of an organization


Ø High level of interpersonal capabilities and diplomatic skills to liaise, negotiate and collaborate effectively with a variety of external parties

Ø Strong budget management experience and financial planning & reportingskills
Ø Demonstrated leadership and teamwork capabilities; able to build effective collaboration and work with other departments and contractual resources with a service-oriented approach; highly motivated, efficient, and flexible

Ø High computer literacy, with extensive experience with Windows MS Office (Word, Excel, Access, Power Point, Project), also Outlook, internet

Ø Solid experience working with boards and their committees, and with volunteers; ability to team up with people from diverse cultural, socioeconomic, and developmental backgrounds

Ø Ability to maintain current knowledge of ever-changing technology in the IT/Telecommunications fields; in-depth experience of change management utilizing IT, preferably with acquisition and integration experience

Ø High level of oral and written communication skills in English (main language of work), plus working knowledge of French; Spanish and/or other international languages - an asset

Ø Legally entitled to live and work in Quebec, Canada; availability and willingness to undertake international travel as needed
