Non-Union Level 5 - $107,074 -$128,481

The Toronto Catholic District School Board (TCDSB) is currently hiring for a new senior role, leading our IT Planning & Strategy Department.  Reporting to and under the direction of the Chief Information Officer, this new exciting position will have broad responsibilities, forming a part of our Information and Technology Strategic Plan, in building the foundation for the digitally enabled school.  You will have an opportunity to continue to grow a new IT Planning and Strategy practice while working collaboratively with system leaders, union partners, and the executive team to drive overall IT performance across the organization.

The IT Planning & Strategy department head will be a strong system leader with sound knowledge of business management and a working knowledge of project and portfolio management as well as IT strategy development. The ideal candidate is a thought leader, a builder of consensus and of bridges between whole organization and the technology function.

The successful candidate will be an integrator of people, process and technology and will possess keen awareness of the political environment, while able to coordinate disparate drivers, constraints and personalities, maintaining objectivity and a strong understanding of organization goals, in leading the IT Planning & Strategy Department.

CRITERIA FOR AN INTERVIEW ARE AS FOLLOWS:

  • Minimum four (4) year university degree in business administration, or a technology-related field or an equivalent combination of education and experience
  • A master's degree would be consider an asset
  • Minimum seven (7) years of experience in an enterprise technology with experience managing different functional areas of enterprise IT in a senior management role
  • Experience in managing cross-functional teams or large scale projects, and influencing senior-level management and key stakeholders
  • Experience in developing technology policies, processes, and/or procedures
  • Knowledge of project management frameworks such as PMBOK and/or IT service management frameworks such as ITIL.  PMP and ITIL certifications would be considered an asset
  • Experience working in transitioning IT teams to modern delivery practices such as Agile, DevOps, or other lean-based processes and practices
  • Demonstrated strong leadership capabilities
  • Proven ability to communicate technical concepts to nontechnical audiences at various levels
  • Superb public speaking skills in front of large internal audiences
  • Proven ability to respond competently in high-pressure and high-stress situations
  • Excellent business analytical skills, the ability to manage multiple projects under strict timelines, as well as the ability to work well in a demanding, dynamic environment and meet overall objectives
  • Strong collaborative skills and a proven ability to manage and facilitate discussion forums, process reviews, workshops, or other similar group discovery and feedback methods
  • Expertise in budget planning, financial management and workforce management
  • Broad knowledge of current and emerging technologies, technology directions, and strategic application to business needs, including the ability to differentiate between a relevant trend and hype
  • High level of personal integrity, as well as the ability to professionally handle confidential matters and show an appropriate level of judgment and maturity

MAJOR DUTIES AND RESPONSIBILITIES:

  • Support the CIO in coordinating the creation and monitoring of the organization's IT strategic plan
  • Provide strategic direction and leadership to the IT Planning and Strategy Department, with  responsibility for  IT portfolio management and project management (PMO), business analysis capabilities, and enterprise architecture
  • Manage the IT governance process including disseminating information about decisions to the system, and ensuring quality control throughout a project life cycle
  • Lead the development and standardization of IT policies, procedures and methodologies to ensure the ICT Services Division delivers consistent value to the broader organization
  • Establish and implement continuous improvement program for the department
  • Evaluate progress against key performance drivers, and assess organizational opportunities and risks
  • Partner with other organizational leaders to develop business cases and plans for significant technology and process enhancements
  • Involved in the sourcing, training and development of department staff
  • Direct, supervise and evaluate the performance of strategic assignments and team staff as required
  • Identify professional development opportunities for staff, as applicable
  • Represent the TCDSB ICT Services Division at provincial associations such as Ontario Association of School Business Officials (OASBO) and Educational Computing Network Of Ontario (ECNO), as required
  • Prepare reports, budget forecast and cost/benefit analysis as required
  • Provide support for on-going initiatives that will support the Board's IT strategic plans
  • May oversee the execution of high-impact, enterprise wide, strategic programs or initiatives
  • Perform other tasks/duties as assigned or required by the Chief Information Officer
