A highly experienced IT professional with a track record of leading unionized staff and working with or delivering technologies such as email, web infrastructure, database management systems, directory services, and mobile device management services, you're ready to join the City of Toronto's forward-looking IT leadership team as Manager of Cloud Services & Security.

Reporting to the Deputy CIO, IT Division, and supervising several Senior Technical Support Specialists and various unionized individuals, you'll plan, organize and manage the delivery (including acquisition, testing, implementation and administration) of enterprise-level software infrastructure support services to City divisions, Council and other IT groups, including Agencies, Boards and Commissions (ABCs). Such services will include:

  • Email and email archiving system
  • Internet and Extranet services, including Internet Virus/Intrusion Detection
  • Secure Remote Network Access
  • Centralized Faxing Facility
  • On-line report viewing
  • Imaging, design and secure printing control

As Manager of Cloud Services & Security, you'll manage the planning, development, installation, configuration, testing, administration, troubleshooting and documentation of enterprise Cloud-based systems, including interfaces, shared components, networking, and application level protocols. Working with key stakeholder groups, you'll oversee, and coordinate with, Cloud service providers (CSPs) to optimize system performance and integration with the on-premise infrastructure, as well as develop and update deployment and sustainment models for Cloud Services, Security Practices, and Identity Management.

The Division and City will look to you, as the go-to resource for Cloud Services and Security, to develop and implement the framework for deploying Identity Access Management (IAM) with CSPs, identify the appropriate use of CSP operational best practices, and select the most qualified CSP based on application requirements, data, or security requirements. Collaborating with Enterprise Architecture and Enterprise Application Solutions groups to translate business requirements into technical designs and solution specifications will be another important aspect of your job.

Having previously led and managed a team of union and non-union employees, including labour relations and performance development accountabilities, you're well equipped to supervise day-to-day staff operations, with a view to ensuring effective teamwork, and high standards of work quality and organizational performance, and promoting continuous learning and innovation. As unit Manager, you'll also develop, recommend and administer the annual operating and capital budget, and ensure that expenditures are controlled within approved budget limitations.

Your post-secondary education in Computer Science or Engineering, or equivalent education and experience, is complemented by experience in various technologies and services (e.g., Email, Cloud (IaaS, PaaS, SaaS), Security and Directory services), in Information Management (e.g., records management, retention, information security, privacy), and developing technology strategy and standards. This key managerial role will also benefit from your experience in budgeting and financial management, contract management, and managing staff in a unionized environment.

As Manager of Cloud Services & Security, you'll leverage your highly developed interpersonal, human relations, communications, negotiation and conflict resolution skills, and ability to interact and communicate effectively with all levels of the organization, and forge solid internal and external relationships. Familiarity with municipal, provincial and federal legislation – from occupational health and safety, to employment standards and human rights – will prove invaluable in this mandate, while public sector experience (particularly with RFP preparation, evaluation and award), and project management experience will be considered assets.

Salary Range: $128,728.60 - $151,278.40 per year
