Incumbent will be required to occasionally provide support outside of regular working hours.

General Accountability

Oversees and coordinates the activities of the section of service to ensure that goals and objectives of the respective service section are achieved in an efficient and cost-effective manner. The position needs to interact with stakeholders at all levels, as well as plan and allocate staff and other resources for the provision of timely and cost-effective deliverables. The position plans, schedules, and monitors the section's activities, resources, and budgets.

Key Job Functions

  • Direct and control production support, maintenance, enhancement and development services for a defined business portfolio of systems, databases and applications
  • Plan and allocate staff and other resources; schedule and monitor activities; achieve commitments; comply with standards for the provision of timely and cost effective deliverables
  • Assist in the development and realization of plans, budgets, goals, objectives, KPIs and priorities to support the applications in the defined portfolio
  • Provide detailed estimates of resources, cost, schedule and impact of various requests of plans for evaluation/inclusion into business cases
  • Maintain direct liaison with key users for daily issues related to maintenance and production support as well as other technical areas of the department regarding architecture, standards and technical support needs
  • Ensure all systems development activities undertaken adhere to highest quality standard, coding standard, technical standard, security and methods standards; monitor and report on the progress of projects, support and performance measures for the group
  • Provide leadership, coordinate work and deliverables with project teams, and managing projects as required
  • Support Agile and ITIL ensuring processes are adhered to by applications support team
  • Plan and execute development tasks, ensuring that teams have appropriate functional and technical specifications, direction and resources to deliver testing on an aggressive, but achievable timeline while measuring and communicating progress
  • Identify and execute continuous improvement of existing applications support and quality assurance process
  • Accountable for performance, development, and coaching staff ensuring a high degree of efficiency and consistency
  • Regularly reports against SLAs and objectives and ensuring both IT senior management and the business are kept proactively informed of Application Support metrics

Education and Experience

  • Completion of a post-secondary college diploma or university degree in a relevant discipline or a combination of education, training and experience deemed to be equivalent.

Additional Requirements

  • Several years of experience managing teams that maintain, enhance, monitor, and support intelligent mission critical systems (Transportation systems would be considered as an asset)
  • Extensive knowledge of systems development (specially .Net development), from methodology through detailed design, construction, implementation and production support
  • Thorough understanding of project management, Agile (DevOps), data security audit concepts, quality assurance principles and practices as well as structured techniques for systems analysis, design and programming
  • Sound judgement; superior organizational, analytical and problems solving abilities; and well-developed interpersonal, verbal and written communication, excellent prioritization, time-management, facilitation and presentation skills
  • Previous experience with managing system/application support and software development team, strong vendor management experience, application integration, business process automation and business to business communication
  • Understanding of safety critical transportation systems integration with Radio, Cell and Wi-Fi communication and Route planning and scheduling systems would be an asset
  • Strong and broad Applications footprint knowledge
