The Ontario Financing Authority (OFA) has an exciting opportunity for an I&IT Lead Technology Specialist to join the Ontario Public Service, and to provide both leadership and technical expertise in support of enterprise, mission-critical, and public-facing applications.

The OFA is the borrowing and debt management agency for the Province of Ontario, and we are seeking an I&IT Lead Technology Specialist to provide senior-level expertise to oversee the design, development, deployment and on-going sustainment of high-profile I&IT platforms. What can I expect to do in this role?

In the role of I&IT Lead Technology Specialist, you will:

  • Provide technical expertise and leadership in the development, support and maintenance of integrated systems, enterprise application servers and infrastructure services
  • Manage and provide hands-on support for the technical implementation and delivery of comprehensive I&IT infrastructure solutions to meet OFA's mandate, including upgrades to large-scale systems and deployments of system replacements
  • Provide technical leadership, advice and information in support of I&IT infrastructure planning, evaluation, decision-making, and oversight of external service provider staff to ensure the efficient delivery of I&IT infrastructure services
  • Provide authoritative technical advice and expertise on the design, architecture, deployment and ongoing operation of complex integrated systems and technology platforms that are aligned with OFA strategic priorities and digital services transformation objectives
  • Oversee new innovative technologies, solutions and changes to I&IT infrastructure solutions through their full lifecycle, including research, analysis, execution of prototypes and integration
  • Provide authoritative technical advice and leadership to resolve complex systems problems and critical incidents (i.e., Windows/WINTEL servers, VMWare, Microsoft SQL, web-based, off-the-shelf applications)
  • Provide recommendations regarding monitoring ongoing system performance issues and identifying complex systems issues, determining areas of risk, and recommending innovative alternatives and options for resolution
  • Provide strategic and technical security mitigation planning, and participate in the design, development and maintenance of cyber security patterns, plans and strategies
  • Engage in cyber security initiatives for the enterprise, ensuring that strategies, designs, and plans take into account the future threat landscape.
  • Conduct research and analysis, providing interpretation of technology trends, challenges and opportunities, particularly in the area of cloud technologies and cyber security
  • Develop reports, presentations and recommendations to support senior-level decision-making
  • Develop and provide input into strategic/operational plans, business cases and project management policies and standards
  • Ensure technology solutions meet current and future business requirements and satisfy OFA policies and standards

How do I qualify?

Technical Knowledge:

  • You have experience providing authoritative expert technical leadership to the design, maintenance and deployment of major complex enterprise system platforms including setting technical direction, developing technology plans and technical standards, and providing technical oversight throughout the design and development stages
  • You have knowledge of systems/platform architecture, design, development, deployment and integration principles and technology to lead and oversee the design and development of complex highly integrated systems platforms including Windows client and server Operating systems, Microsoft SQL Server, Exchange, SharePoint, Exchange, Team Foundation Server, and others
  • You have in-depth knowledge of and extensive experience with several of the following technologies: VMWare virtualization, Active Directory, Clustering, Group Policy, Certificate Services, Citrix, VPN and secure remote access, web-based, off-the-shelf applications
  • You have knowledge of integrated networking and security technologies (e.g., firewalls, IPS, network access control, endpoint protection), storage technologies, hi-availability technologies, cloud technologies, and technology developments (trends and new products)
  • You have knowledge of systems integration principles, tools and techniques in order to oversee and support the full integration of multiple-platform components across several data centers and external providers
  • You have knowledge of current and emerging I&IT trends, security and contingency principles, operational methods and technologies (i.e., hardware platforms, software, networks, databases, applications, common business systems, technology infrastructure and operational services, testing and implementation methodology)
  • You have knowledge of IT security solutions, methodologies, tools, techniques, policies, security design and architecture, threat/risk concepts and practices, and encryption technologies
  • You have experience with industry standards, merging I&IT trends, best practices and developments in common attacks, common application vulnerabilities, exploits and best practices for remediation.
  • You have knowledge of and experience with service management, including incident, problem, change, capacity and release management, as well as the associated standards

Analytical and Problem-Solving Skills:

  • You can develop and prepare technical specifications and documentation for installation, testing and performance
  • You can investigate, analyze, design, develop and oversee the implementation of specific business solutions which drive I&IT services, projects and activities
  • You are able to assess ongoing system platform performance, identifying necessary changes/improvements, and overseeing implementation to sustain platform performance
  • You can identify and assess the impacts of new solutions or enhancements on existing services and infrastructure for performance, sustainability and robustness in a client server environment
  • You can analyze technical quality of systems design, and ensure consistency and compliance of business solutions
  • You have risk-management principles and best practices to anticipate and understand the potential for risk in system failure/critical incidents
  • You can ensure the configuration and security best practices for technology design, development, deployment and operation for I&IT solutions and application platforms
  • You can develop performance measures for evaluation of new I&IT solutions and deployment of new technologies and solutions.

Technical Leadership Skills:

  • You can lead technical and project teams, and balance competing needs against the available resources, when working with cross-functional technical teams, including external vendors and partners
  • You can lead troubleshooting activities with clients/external vendors, partners and staff in order to identify/resolve complex and highly integrated I&IT solutions
  • You have the ability to lead technical discussions and hands-on activities with internal and external software development teams
  • You can be persuasive to present IT strategies and solutions, provide authoritative advice for resolving contentious systems issues, lead client/stakeholder consultations and lead projects to successful conclusion

Project Management Skills:

  • You have knowledge of project management principles, methodology, tools and best practices in order to lead and manage multiple complex systems design and delivery projects
  • You have knowledge of risk-management principles to anticipate and understand the potential for risk in system failure/critical incidents, including development of risk-management strategies and protocols to mitigate and minimize risk, and the ability to effectively lead resolution of critical incidents when they occur
  • You have experience providing leadership, advice and direction on business risk planning and coordination
  • You have experience establishing project scope and critical success factors, managing project resources, monitoring deliverables, and performing quality control audits
  • You have project-management methodology and skills to provide project planning and technical leadership on concurrent projects

Communication, Relationship Building and Consultation Skills:

  • You have demonstrated presentation skills to convey technical information and convincing explanations, options and recommendations for diverse internal and external technical audiences
  • You have the ability to collaborate, articulate and communicate effectively with stakeholders and a wide variety of decision-makers
  • You have consultation and interpersonal skills to network and liaise with other ministries/inter-jurisdictional stakeholders
  • You can prepare and present complex technical information and recommendations to both technical and non-technical audiences, including senior management, clients and other stakeholders
  • You have consultation and collaboration skills to lead discussions to identify I&IT innovative technologies and solutions, and provide technical expertise for strategy and systems platform development and enhancements
  • You have relationship-management skills to lead meetings, and discuss/determine priorities and resourcing, change-management directions and problem resolution

Leadership Skills:

  • You have demonstrated leadership skills to provide mentorship to junior staff and to provide authoritative technical leadership and expertise to oversee the design, development, deployment and on-going sustainment of high-profile IIT platforms supporting significant agency business lines
  • You can provide technical advice and leadership to resolve complex systems problems and critical incidents

 

Salary Range: $81,401.00 - $118,313.00 Per Year
