Systems Integration Lead

The Municipal Property Assessment Corporation, Information Technology (IT) Department, has a challenging opportunity for an experienced, results-oriented and highly effective team lead in Information Technology to assume the role of Systems Integration Lead reporting to the Manager, Information Technology.

In this role, the incumbent will provide overall project coordination, team leadership, and control of activities during the implementation of architecture solutions and will provide senior level technical expertise and advice to management on software architecture solutions.

RESPONSIBILITIES:

  • Providing technical leadership in analysis, design, development, configuration and support services related to the enterprise architecture;
  • Providing specialized technical expertise in the overall analysis of the architecture and design of software solutions, ensuring alignment with project goals; Planning, work breakdown, estimating, costing, resource requirements and reporting implementation status of projects/initiatives according to MPAC standards;
  • Providing day-to-day leadership to the team members, taking responsibility and accountability for initiatives and decisions ensuring successful delivery of solution items;
  • Providing training, coaching and guidance to junior team members;
  • Researching technology, systems and products to support the IT Roadmap. Developing and presenting recommendations to adopt new technologies that support innovation, simplification and IT strategic directions;
  • Leading technical activities associated with the implementation of architecture solutions;
  • Creating and executing test strategies to validate design against business and performance requirements, and IT architectural standards;
  • Driving the implementation of the IT Roadmap by designing and implementing compliant solutions, reusable components and integrated services;
  • Increasing innovation activities by leveraging open source technologies, utilizing cloud based solutions and ensuring effective and efficient use of MPAC's architecture software stack, while continuing to drive change and adoption of new technology;
  • Recommending tools, techniques, standards and performance criteria to control the quality of application development initiatives and ensuring compliance with the Enterprise Architecture;
  • Participating as a senior technical expert in negotiation with external vendors.
  • Provide on-call support for production systems as required; and
  • Participate as an IT representative as required for committees, projects, focus groups, etc.

LOCATION: MPAC Head Office, Pickering, Ontario

QUALIFICATIONS:

  • A minimum of seven (7)  years progressively responsible experience in a senior technical capacity, and advanced knowledge of:
    • IT technology such as hardware, software, networks, data, applications and security;
    • Tools, techniques, methods, theories and principles used during systems analysis, design, development, configuration, testing, implementation, installation, operations, capacity planning and performance tuning;
    • Agile and XP as the standard SDLC approach
  • Project planning methodologies to plan and coordinate all the technical activities, plans and schedules of technology teams and determine all appropriate technical requirements, resources and cost estimates for designing and implementing a wide range of security and software solutions;
  • A minimum of three (3) years of experience in a team leader capacity demonstrating effective leadership skills to direct and coordinate a team of professionals in application development using MPAC's enterprise platform technologies;
  • Use extensive data architecture and information sciences knowledge to support a Big Data analytics platform that is scalable, optimized and fault-tolerant
  • Experience with cloud based technology would be an asset;
  • Applied experience developing applications using one or more of the following technologies: Java, Python, JavasScript frameworks, web services, Postgresql, Amazon Redshift and EC2 / ELB, Linux, Big Data frameworks;
  • In-depth, demonstrated experience with database architectural design and technical fluency in SQL query development and optimization;
  • Extensive demonstrated experience and technical fluency with application design using standard software development patterns, and technical modelling using UML techniques and tools;
  • Effective interpersonal, conflict resolution, team building and client relationship management skills; and
  • Oral and written communication skills to liaise with clients, vendors, project team and peers, and to prepare project reports, briefing reports and systems documentation.
