Job Function

  • Reporting to the Senior Manager, Market Assessment, this position oversees the MACD unit which conducts detailed monitoring and issue identification activities, environmental and extra-jurisdictional research and sophisticated data analytics in support of the MSP and other IESO processes, including MACD’s Compliance function.
  • This position supervises and coordinates all operational processes related to those functions, as well as the development, maintenance and adherence to an operational framework governing those processes.
  • Principally, these activities support MAU and MSP activities as a primary input into their market surveillance needs.
  • Secondarily, these activities support MACD Compliance processes, as well as other IESO business processes which rely upon market intelligence to perform their responsibilities. Relevant IESO business units include
    Market and System Operations, and Market and Resource Development.

Job Description: (Key Responsibilities)

Supervises and coordinates the following key responsibilities executed by this unit’s staff or contractors:

  1. Develops and maintains a real-time information capability. Stores data and information in readily retrievable ways
  2. Processes market data and information to make it easily accessible to MACD management, staff and others. Designs and creates computer analysis programs and data bases to help refine and prepare information for analysis, based on business needs. Automates information collection where possible.
  3. Provides support to MACD’s Market Investigations unit, as required, via data analytics, market simulations, econometrics and other exercises complex market manipulation investigations, enforcement and litigation for purpose of determining impact, sanctions, breach and other elements. May appear as a witness in arbitration, regulatory or court proceedings.
  4. Provides support to MACD’s Market Audits and Payment Recoveries unit, as required, via development, assessment, and adjustment of data screens and filters for use by that unit in its enforcement of recovery and clawback provisions, such as Local Market Power investigations, SEAL recoveries, Intertie Transaction Failure reviews, Generation Cost Guarantee audits.
  5. Develops and produces a weekly market report for MACD and other IESO business units, as applicable and where permitted by information-sharing agreements, providing important market information on market trends, developments, and issues.
  6. Monitors primary and secondary market outcomes and performance for potential structural and operational issues on a daily basis.
  7. Maintains liaison with other organizations doing research on market monitoring tools and techniques, market oversight and regulatory policy, including agencies in other jurisdictions, academic institutions and think tanks.
  8. Reviews outside research on policy and industry issues affecting the electricity market activities regulated by MACD and the MSP.
  9. Analyzes, tracks and comments on new or proposed policy changes or rulemakings affecting MACD’s Compliance and Market Assessment functions.
  10. Performs reviews of queries and tools, and provides guidance and support regarding the associated development and use by other staff of data analysis tools.

Partnerships and Framework

  1. Contributes to the development and maintenance of international, federal and provincial partnerships related to electricity market monitoring and surveillance, such as the Energy Intermarket Surveillance Group (“EISG”), and the variety of U.S. Market Monitoring Units (“MMUs”) and the Federal Energy Regulatory Commission (“FERC”).
  2. Supervises and coordinates the development, maintenance of and adherence to a framework governing all of the above processes, including policies, handbooks, guides, procedures, processes, templates, tools and manuals.

Market leadership

  1. Provides advice to the government, regulator, and/or other stakeholders on marketplace environmental considerations, in coordination with the Chair of the MSP or MACD managers or supervisor, as applicable.
  2. Determines direction, set plans and work with stakeholders and government to develop greater clarity and effectiveness concerning market and compliance issues, in coordination with the Chair of the MSP.


Requires superior and advanced academic training in one or more of Economics, Mathematics, Statistics, Data Science, Computer Science or Engineering, to understand and provide quantitative and qualitative analysis of the design, structure and performance of the competitive electricity marketplace.

Requires good oral and written communication skills in order to present technical or complicated concepts, reports or recommendations a manner that is understandable to a broad audience.

This knowledge is normally acquired through the successful completion of an advanced degree in one of the above disciplines.


Requires some combination of a subset of the following:

  • an applied background in engineering/economics in the business sector at a level to fully understand the technical/economic parameters governing the energy industry and market place
  • experience with advanced analytical techniques such as categorical data analysis, nonparametric analysis, econometrics analysis
  • experience in project and portfolio management and supervision in a multi-disciplinary environment
  • extensive experience in analyzing large data sets, using complex statistical and/or econometric modeling techniques.
  • experience related to market power analysis and studies in non-regulated industries, particularly in non-regulated energy markets
  • experience related to the electrical transmission, power system modeling and/or costing and pricing in a non-regulated environment, and /or assessing a market for inefficiencies, design and structural flaws and /or behaviors of Market Participants.
  • experience working in a multi-disciplinary environment, particularly an environment requiring staffing in the fields of law, engineering, economics and public policy.

experience in a complex regulatory field, understanding interlinkages between multiple concurrent institutional roles

  • A period of over 10 years, up to and including 12 years is considered necessary to gain this experience.
