Halton Region is seeking a customer-centric Project Manager to help deliver innovative solutions that provides exceptional user and customer experience. Customer service is our priority and we are enhancing user experience across all service delivery programs.

As part of the Business Transformation team, you'll be part of a team that is charged with enhancing and modernizing Halton Region's approach in delivering services to residents, business and staff, and responsible for inspiring change to help deliver on the Region's Strategic Action Plan.


We are looking for an analytical, design thinking project manager who is ready to help Halton Region modernize and reimagine the user and customer experience across our vast and diverse portfolio of services. As a Project Manager II, you will collaborate with a variety of Subject Matter Experts (SME)on design initiatives that support our transformation to a customer centric service delivery model.

You will work closely with stakeholders to design and implement a "digital first" approach to service delivery that is well-coordinated and supports all channels including website, mobile apps, telephone, in-person and kiosks.

Preferred Background:

The candidate must possess a degree in Digital Communications, Marketing, Computer Science or diploma from a recognized College or University or equivalent along with a minimum of two (2) years' experience managing the delivery of user and customer experience (UX/CX) projects.. The successful candidate will have excellent oral and written communication skills with the ability to work effectively as part of a team as well as independently. Project Management Professional (PMP) or Certified Associate in Project Management (CAPM), ASSC Lean Six Sigma certification would be an asset. An equivalent combination of education and experience will be considered.

Qualifications include:

  • Well-developed and proven skills in user and customer experience (UX/CX) service design, and strong skills in user research, requirements gathering, workshop facilitation and UX/CX design techniques
  • Knowledge and experience in visualization, wireframing and prototyping package(s) (e.g., Axure, Invision etc.), visualization design software (Adobe CS, Sketch) and a good working knowledge of the traditional web-stack HTML/CSS/JS
  • Familiarity with project management life cycles from initiation to close, along with experience with purchased software and in-house built software development projects
  • Demonstrated ability to manage multiple projects within strict budget and timeline constraints
  • Demonstrated ability to respond to frequently changing priorities
  • Demonstrated ability to apply a customer service oriented approach to achieving objectives
  • Strong working knowledge of scheduling and project management tools/experience including Microsoft Office Suite (Office 365)
  • Ability to exercise patience, tact, diplomacy and discretion

Employment Conditions:

The successful candidate will be made an offer of employment on condition that the Regional Municipality of Halton receives a current (obtained within the past six (6) months), original and acceptable Criminal Records Check, by the first day of employment.

The successful candidate will be made an offer of employment on the condition of being fully vaccinated against COVID-19 and able to provide proof of vaccination. Fully vaccinated is defined as having received the completed series of an accepted COVID-19 vaccine, as recommended by the Office of the Chief Medical Officer of Health and having received the final dose at least 14 days before your employment start date.

The candidate will be asked to provide the Region with proof of full vaccination, prior to their employment start date. Acceptable proof is a Ministry of Health Dose Administration Receipt (or such other proof of vaccination that the Province of Ontario sanctions). This can be obtained through the Provincial portal

  • Understand user-centered design and related design disciplines (e.g., Visual design, UX writing, Design research, Interaction design)
  • Bring new ideas and innovation to projects to support best practices in customer-centric user experience
  • Design compelling experiences for customers throughout their omni-channel journeys
  • Illustrate design ideas using storyboards, process flows and sitemaps
  • Prototyping concepts in the physical/digital space
  • Manage the successful delivery of multiple projects; on time, on budget and in scope assigned
  • Develop detailed project management documentation such as Project Charters, Process Flow Diagrams, Use Case Diagrams, Project Management Plans (including subsidiary plans)
  • Lead multi-disciplinary project teams consisting of subject matter experts from other departments, staff from Regional partner organizations, externally contracted consultants and vendor representatives
  • Organize and conduct meetings with key stakeholders (project team, Steering Committee, technical resources, etc.) to review progress in the delivery of projects;
  • Document, report and escalate variances to plan and suggests a course of action as required, including working with the team to identify, anticipate and manage project issues and risks, escalating risk/issues that are unresolved to management
  • Perform other duties as assigned
