Job Summary
Reporting to the Director, Human Resources Management Systems (HRMS), the Senior Business Analyst will analyze, develop, measure, and improve business processes for the Human Resources (HR) Department by assisting in developing business and technical solutions. Through active relationship building with department leaders, stakeholders and subject matter experts, the Senior Business Analyst is responsible for supporting the quality delivery and implementation of application and process change. The Senior Business Analyst will also provide appropriate communication and training support for effective and enhanced integration, as well as ensure that system solutions meet stakeholder requirements through ongoing quality management assessment of processes and deliverables.

The Senior Business Analyst will lead or represent HRMS on special projects and will act on behalf of the Director in the Director's absence.


  • Develops and maintains a complete and accurate understanding of how Human Resources conducts its business. Maintains detailed knowledge of Queen's current technology and infrastructure and its relationship to Human Resources' processes. Assists the Director in developing the HRMS strategy and delivering on HRMS goals.
  • Leads or serves as a representative on projects involving technical or business initiatives. Projects may involve multiple units, both internal and external to HR. Prepares project plans and updates for key stakeholders and project sponsors. Provides coaching and guidance to team members to ensure successful project outcomes.
  • Provides advanced analytical support for HR and University initiatives. Meets with senior leaders to gather requirements for analytical exercises. Collects, gathers, visualizes and analyzes information/data and makes recommendations to support decision making.
  • Provides consulting services to HR units on operational projects and business process design. Provides guidance and advice in best practice business processes, identifying and recommending strategies and solutions.
  • Researches, reviews, and analyzes the effectiveness and efficiency of existing processes and develops strategies for enhancing or further leveraging these processes. Facilitates business process review sessions. Performs cost-benefit and return on investment analyses for proposed changes. Prepares written proposals of recommendations and presents to senior management.
  • Supports end users to implement process changes. Communicates process changes, enhancements, and modifications – verbally or through written documentation – to management, peers, and other employees so that issues and solutions are understood.
  • Manages the User Acceptance Testing process for the HR department. Prepares test scripts and conducts or supervises testing. Signs off on changes to production systems environment. Works directly with Information Technology Services (ITS) system programmers/analysts when required.
  • Provides technical support and services to the department. Assists with the identification and resolution of complex systems issues and liaise with ITS/UIS to ensure continuous, uninterrupted support for production operational systems. Provides backup for other HRMS team members when required, provides support for security requirements, software or hardware failures. Provides guidance and work direction to casual HRMS employees.
  • Represent the Director in the Director's absence as assigned.


  • University degree in a related field (Business Administration, Information Management) or equivalent combination of education and experience.
  • Advanced knowledge of a business analysis discipline.
  • Advanced knowledge of SQL and programming methods.
  • Minimum 3 years experience writing advanced, complex queries. Minimum 3 years experience with relational database architecture, preferably within an ERP system.
  • Proven expertise in Microsoft Office.
  • Strong knowledge of, and experience in, Human Resources and Payroll Processes.
  • Demonstrated project management skills – Project Management Certification is an asset.
  • Effective communications skills to work with both technical and non-technical staff.

  • Recognize and present ideas to promote, enhance, and further develop the HRMS strategic direction.
  • Interpret how Human Resource initiatives, University policies, or legislative requirements impact Human Resources processes.
  • Assess complex business requirements and decide how to present information/data to best support senior leadership decision making.
  • Determine where opportunities exist and which procedures are affected by new Human Resources initiatives and how to obtain buy-in for potential changes.
  • Assess the potential operational and systematic impact of changes on internal and external users and decide the appropriate course of action when developing plans/processes.
  • Determine information needed by management or project teams for decision making process.
  • Decide appropriate strategy when reviewing or developing processes and designing documents based on audience.
  • Determine content of technical requirements and testing strategies to ensure complete solutions.
  • Develop and provide input into project plans spanning units, acknowledging conflicting priorities and formulating successful outcomes. network
