Manager Systems Support

Are you a strong leader with a visionary approach to providing consulting services to business clients in support of complex enterprise technology operations? Do you have experience with infrastructure, technical architecture and application management pertaining to corporate payroll and human resources systems? If so, the Ontario Public Service (OPS) is looking for you to join the Government Services Integration Cluster (GSIC) to manage multiple, large-scale and complex technology solutions and applications development projects.

What can I expect to do in this role?

You will:

  • provide leadership in the technical operations of PeopleSoft HR, Payroll and related Human Capital Management (HCM) applications in a dynamic business environment
  • apply best practices related to technology and software application solutions
  • manage projects, program and portfolio plans, terms of reference and service level agreements
  • establish and maintain collaborative business relationships in a dynamic enterprise setting
  • determine application architectures, platforms, infrastructure and information needs
  • address technology infrastructure implementation, service level agreements, organizational change, business process and procedural changes
  • manage projects through the system development life cycle including requirements, gathering, analysis, solutioning, testing and deployment
  • provide input to business and I&IT strategic plans and operational plans by recommending new initiatives that support business efficiencies, effectiveness and transformation
  • manage staff including recruitment and selection, training and staff development, assignment of work and determine performance standards
  • direct the development of business plans, including budget and funding requirements
  • participate in performance management and issues management to support organizational changes, and policies and initiatives of GSIC

How do I qualify?

Technical IT Knowledge:

You have knowledge or the technical understanding of the following to manage the provision of technical analysis, including the support and maintenance of systems architecture, applications and databases:

  • structured systems analysis and design methodology
  • the systems development cycle and programming concepts
  • operations and capabilities of relational databases
  • three-tier architecture SQL/SQR, TSO, Internet and Intranet and related equipment's and utilities (e.g. TSO/IPSF/JCL, CA7, FILEAID, IBM Utilities, CLIST)
  • specialised payroll and HR applications (i.e. PeopleSoft)
  • specialised Web Portal and Report Mart systems
  • current and emerging technology and industry standards and trends

Leadership and Project Management Skills:

You have:

  • leadership skills to provide direction and motivation to section staff and project team
  • knowledge of human resources management policies, guidelines and procedures to manage staff and labour issues
  • knowledge of project management methodologies and techniques to plan, prioritise and manage large and complex concurrent projects

Analytical and Problem-Solving Skills:

You have:

  • problem-solving skills to manage the identification, troubleshooting and resolution of a variety of technical and operational issues
  • analytical skills to develop and implement technical, operational, and business methods and procedures
  • evaluation skills to determine performance service levels, quality standards, contingency plans and security mechanisms necessary to ensure optimum and consistent performance
  • the ability to acquire and apply knowledge of client business directions, corporate customer service strategies and OPS IT standards

Communication and Relationship Management Skills:

You can:

  • provide advice and direction to GSIC's business areas, issue briefings and make recommendations to senior management
  • prepare financial and procurement documents, briefing notes, impact analyses and executive correspondence
  • establish and maintain effective working relationships with project team members, stakeholders and clients

Financial and Procurement Knowledge:

You have knowledge of:

  • financial management theories, principles and practices to deliver on GSIC's strategic and operational priorities and maintain assigned section and project budgets
  • procurement principles and methods to manage the planning, negotiation and management of services and support contracts

Salary Range: $84,871 - $110,883 per year
